CITY COUNCIL PROCEEDINGS
The Kemmerer City Council met in regular session this 22nd day of September, 2025, at 6:00 p.m. in the City Council Chambers, City Hall, Kemmerer, Wyoming. The Pledge of Allegiance was recited. Present on roll call were Mayor Robert Bowen, Councilmember Marlin Batista, Councilmember Caleb Ellis, Councilmember David McConkie, Councilmember Bill Price, and Councilmember Mark Quinn.
Motion was made Councilmember Quinn to excuse the absence of Councilmember Popp; seconded by Councilmember Ellis and unanimously approved by council present.
Motion was made by Councilmember McConkie to approve the agenda as amended to include New Business Item (d) Airport Security Camera Agreement with Hooton Tech, LLC and strike the Executive Session; seconded by Councilmember Quinn and unanimously approved by council present.
DEPARTMENT REPORTS:
Chad Nielson, Public Works Director; John Tibbetts, Golf and Parks Director; Kaylynn Williams, Community Events Coordinator; and Mike Kahre, Police Chief, gave department reports to the council. Brian Muir, City Administrator, gave the Rec Center department report. Natasia Diers, City Clerk-Treasurer, gave the Administration department report.

Motion was made by Councilmember Quinn to table on 3rd Reading, Ordinance No. 2025-899, Granting to Questar Gas Company, dba Enbridge Gas Wyoming a Franchise for the Construction, Operation, and Maintenance of Gas Distribution System in the City of Kemmerer; seconded by Councilmember Price and unanimously approved by council present.
NEW BUSINESS:
Motion was made by Councilmember Price to Pass, Approve and Adopt Resolution No. 2025-861, A Resolution Authorizing the City of Kemmerer to Join with other Political Subdivisions of the State of Wyoming as a Participant (“Participant”) in the Wyoming Cooperative Liquid Assets Securities System “Wyoming Class” (The “Trust”) to Pool Funds for Investment; seconded by Councilmember Quinn and unanimously approved by council present.
Sherrie Escobar, Grants Coordinator with the South Lincoln Hospital District made comments to the council.
Motion was made by Councilmember McConkie to authorize the Mayor to sign the letter of support for the South Lincoln Hospital District Long Term Care Project; seconded by Councilmember Batista and unanimously approved by council present.
Motion was made by Councilmember Batista to authorize the Mayor to sign the Impact Funding MOU with Lincoln, Sublette, Uinta, and Sweetwater County for the Blue Spruce Dry Helium Project; seconded by Councilmember Quinn and unanimously approved by council present.
Motion was made by Councilmember McConkie to authorize the Mayor to sign the Service Agreement with Hooton Tech, LLC for the Security Camera Installation at the airport as amended; seconded by Councilmember Ellis and unanimously approved by council present.
COMMENTS:
Councilmember Price, Councilmember Quinn, Councilmember McConkie, and Councilmember Batista made comments. Mayor Bowen made comments.
There being no further business before the council, Mayor Bowen adjourned the meeting; 6:50 p.m.

PUBLIC NOTICE
The Wyoming Public Service Commission (Commission) approved the Application of Questar Gas Company, d/b/a Enbridge Gas Wyoming (Enbridge or the Company) to pass on a wholesale commodity cost increase of $0.18976 per dekatherm (Dth), effective for usage on and after July 1, 2025.
The Company’s proposal results in an increase of $15.19 or 1.85% before taxes in the annual costs for a residential customer using 80 Dth per year.
Commission Rule Chapter 3, Section 26 allows a utility to pass on to its customers known or projected commodity cost increases or decreases on a dollar-for-dollar basis, subject to public notice, opportunity for hearing and refund.
