PUBLIC NOTICE: 

In accordance with Chapter 6, Section 2(m) of the Wyoming Air Quality Standards and Regulations, notice is hereby given that the State of Wyoming, Department of Environmental Quality, Division of Air Quality, proposes to approve a request by Moser Engine Service Inc. (d/b/a Atlas Energy Solutions) for 250 temporary portable rich burn natural gas fired generator engines consisting of any configuration of 118 hp Doosan 8.1L NA engines, 201 hp Doosan 8.1L T engines, 268 hp Doosan 11.1L engines, 389 hp Doosan 14.6L engines and 582 hp Doosan 21.9L engines (ENG001-ENG250), to be operated at oil and gas well sites at various locations in Albany, Campbell, Carbon, Converse, Crook, Fremont, Goshen, Johnson, Laramie, Lincoln, Natrona, Niobrara, Platte, Sweetwater, Uinta, Washakie and Weston Counties, Wyoming.

For the duration of the public comment period, the permit application, the agency’s analysis, and the public notice are available for public inspection online at https://openair.wyo.gov, utilizing facility ID F027573 and permit number P0041402 under permits. CITY COUNCIL PROCEEDINGS

The Kemmerer City Council met in regular session this 14th day of September, 2026, at 6:00 p.m. in the City Council Chambers, City Hall, Kemmerer, Wyoming. Acting President of the Council, Dave McConkie, conducted the meeting. The Pledge of Allegiance was recited. Present on roll call were Mayor Robert Bowen (via telecommunications), Councilmember Dave McConkie, Councilmember Bill Price, Councilmember Kodi Seamons, Councilmember Ken Spears, and Councilmember Mark Thatcher. Councilmember Marlin Batista was absent.

Motion was made by Councilmember Price to excuse the absence of Councilmember Marlin Batista; seconded by Councilmember Spears and unanimously approved by council present.

Motion was made by Councilmember Thatcher to approve the agenda as amended with the addition of New Business (e), Contingent Easement for JPB for a Waterline on city property; seconded by Councilmember Spears and unanimously approved by council present.

PRESENTATIONS:

Police Chief Mike Kahre and Police Sergeant Jake Walker gave a presentation to the council on the pole cameras located throughout the city limits. City Attorney, Jason Petri, presented additional information on the pole cameras to the council.

Marshall Corwin and Mary Crosby made comments regarding the pole cameras placed throughout the city to the city council.

(c)  Approval of the 24-Hour Malt Beverage Permit submitted by the Fossil Basin Chamber of Commerce for the Chamber Gala to be held on September 19, 2026, at the South Lincoln Training and Event

(d)  Approval of the 24-Hour Malt Beverage/Catering Permit submitted by Our Place 777, dba Rosie’s Bar for a quinceañera to be held on September 26, 2026, at the South Lincoln Training and Event Center.

NEW BUSINESS:

(a)  Motion was made by Councilmember Spears to authorize MC2 and city staff to publish the attached RFP for a Safe Streets for All (SS4A) Comprehensive Safety Action Plan and Evaluation Package; seconded by Councilmember Price and unanimously approved by council present.

(b)  Motion was made by Councilmember Seamons to pass on 1st Reading Ordinance No. 2026-909, Amending Chapter 20, Subdivision of Land; seconded by Councilmember Thatcher and unanimously approved by council present.

(c)  Motion was made by Councilmember Seamons to Authorize the Acting President of the Council, acting as the managing agent of the Kemmerer Municipal Airport Administration; to execute and sign Change Order No. 1 for the Installation of AWOS Equipment Project, reflecting a reduction of $4,712.00 in the project cost; seconded by Councilmember Spears and unanimously approved by council present.

(d)  Motion was made by Councilmember Price to Authorize the Acting President of the Council, acting as the managing agent of the Kemmerer Municipal Airport Administration; to execute and sign the JUB Agreement for engineering services for the 2027 WYDOT Remark Airfield Pavement Project in an amount not to exceed $45,222.00; seconded by Councilmember Thatcher and unanimously approved by council present.

(e)  Motion was made by Councilmember Spears to grant a contingent easement for JPB on city property for a waterline adjacent to the Gateway PUD Phase 1A Subdivision along Canyon Road; seconded by Councilmember Seamons and unanimously approved by council present.

COMMENTS:

City Administrator, Brian Muir, made comments. Councilmember Seamons, Councilmember Price, and Councilmember Thatcher made comments. Acting President of the Council, Dave McConkie, made comments. Councilmember Spears and Mayor Bowen made comments.

NOTICE OF FINAL COMPLETION OF CONTRACT

To all persons, firms, or corporations who have any claim for any work being done, or any material furnished to Alta Construction, P.O. Box 1021 Lyman, WY 82937, for the Kemmerer Cemetery War Memorial Wall Remediation Project, Kemmerer, Wyoming.

You are hereby notified that the South Lincoln Special Cemetery District has accepted final completion according to the Contract Documents and rules set forth in the contract between the South Lincoln Special Cemetery District and the aforesaid Contractor of the work in connection with the Kemmerer Cemetery War Memorial Wall Remediation Project, and that said Contractor is entitled to final settlement thereof.

You are further notified that upon the 18st day of November 2026, being the 41st day after the first publication of the notice, said Kemmerer Cemetery War Memorial Wall Remediation Project will pay Alta Construction the full amount due under said contract; and in the event your claim is not filed with the South Lincoln Special Cemetery District prior to said last day of October 2026, same shall be waived.

This notice is given pursuant to Section 16-6116, Wyoming Statutes, 1982.

PUBLIC NOTICE

Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules and Regulations, notice is hereby given of the Report of Rocky Mountain Power (RMP or the Company) of a Company designated major event on July 7, 2026, caused by avian activity and the resulting damage to the Red Butte Substation, as more fully described below:

  1. RMP is a division of PacifiCorp, an Oregon corporation, engaged in the business of supplying electric utility service to customers in its service territory consisting of parts of six states, including Wyoming. RMP is a public utility, subject to the Commission’s jurisdiction. Wyo. Stat. §§ 37-l-101(a)(vi)(C) and 37-2-112.
  2. On August 25, 2026, the Company filed the Report detailing a major outage on July 7, 2026, that has been designated as a major event as defined by the Institute of Electrical and Electronics Engineers, Inc. Standard 1366-2012. The Report states that avian nesting activity in the Red Butte Substation resulted in a bus fault that damaged multiple substation components, including insulators and switches. Service to 7,662 customers on three distribution feeders was interrupted and both equipment and switching operation repairs were needed to restore load.
  3. The outage is considered a major event due to the significant customer impact, damage to critical substation equipment, and the coordinated response required to restore service. RMP reports other weather related outages in other service areas but states they are unrelated to this major event. The major event was communicated to the Commission the day of the incident and service was restored within 24 hours. The major event has affected the System Average Interruption Frequency Index (SAIFI) and Customer Average Interruption Duration Index (CAIDI) reliability metrics used to track performance and baseline standards for electric reliability pursuant to Commission Rule, Chapter 3, Section 38(e) and Wyoming Statute §§ 37-18-102(a)(v).
  4. This is not a complete description of RMP’s Application. Interested persons may inspect the Application at the Commission, or online at: https://dms.wyo.gov/external/publicusers.aspx (enter Record No. 18229).
  5. Anyone desiring to file a public comment, statement, protest, intervention petition or request for a public hearing in this matter must do so, in writing, to the Commission on or before October 22, 2026. Notice is hereby given that the Wyoming Department of Transportation has accepted as completed according to plans, specifications and rules governing the same work performed under that certain contract between the State of Wyoming and PolyPRO, LLC, The Contractor, on Highway Project Number STE6935 in Lincoln County, consisting of furnishing salt/sand fabric storage building and the Contractor is entitled to final settlement therefore; that the Director of the Department of Transportation will cause said Contractor to be paid the full amount due him under said contract on November 11, 2026
