Enbridge is a Utah based division of Enbridge Inc., a Canadian corporation, engaged in the business of supplying energy services in several states, including Wyoming. Enbridge serves approximately 28,000 customers in southwestern Wyoming, including customers in Rock Springs, Green River, Kemmerer, Diamondville, and Evanston. Enbridge is a public utility subject to the Commission’s jurisdiction. Wyo. Stat. §§ 37 1-101(a)(vi)(D) and 37-2-112.
On October 31, 2025, Enbridge submitted its Application requesting approval of its 2026 budget and modifications to the ThermWise® Energy Efficiency Programs. The Company requests an effective date of January 1, 2026.
Enbridge proposes continuing the five existing ThermWise® Energy Efficiency Programs (Programs): [i] Appliance Rebates Program; [ii] Builder Rebates Program; [iii] Business Rebates Program; [iv] Home Energy Plan Program; and [v] Weatherization Rebates Program.
In addition to making minor tariff language changes to improve accuracy in each of the ThermWise® Programs, the Company proposes the addition of certain rebate-qualifying equipment with specifications, such as adding hydronic heating coils as a qualifying natural gas backup for dual fuel heating systems.
Enbridge projects the total 2026 budget for the Programs and Market Transformation Initiative to be $113,551, an increase of 3% from the 2025 budget. Enbridge states the proposed budget increase is primarily due to higher forecasted 2026 participation in the Appliance program than was projected in 2025. The Company projects a total natural gas savings of 4,082 Dth per year, 6% above its projected 2025 natural gas savings estimates.

PUBLIC NOTICE
Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules and Regulations, notice is hereby given of the Application of Rocky Mountain Power (RMP or the Company) for a waiver of the solicitation requirements for a significant energy resource and acknowledgement of the power purchase agreement, as more fully described below.
RMP is a division of PacifiCorp, an Oregon corporation engaged in the business of supplying electric utility service to customers throughout its six-state service territory, including Wyoming under certificates of public convenience and necessity issued by the Commission. RMP is a public utility subject to the Commission’s jurisdiction. Wyo. Stat. §§37-1-101(a)(vi)(C) and 37-2-112.
On October 22, 2025, the Company filed an Application requesting a waiver of the solicitation process in Wyoming Statute § 37-2-136(b) and acknowledgement of the Company’s power purchase agreement (PPA) with US SFR Owner, LLC, a subsidiary of TerraPower (US SFR) for nuclear energy from the Natrium commercial demonstration plant (the KU1 project). RMP states the PPA and KU1 project constitute a time-sensitive commercial and technical opportunity to obtain cost-effective generation that will provide benefits to Wyoming customers. Wyoming Statute § 37-2-136(c) permits a waiver if the Commission determines that waiving the requirement is “in the public interest because of a clear emergency, a time limited commercial or technical opportunity that provides value to the customers of the affected electrical utility or any other factor determined by the [C]ommission that makes waiving the requirement in the public interest.” RMP has also requested approval of an asset sale based on the water rights use and conveyance agreement related to and required for the PPA to take full effect, in a separate docket.
Per the Application, the KU1 project represents a unique, time limited opportunity as it is the inaugural Natrium demonstration facility, making the PPA structure inherently unique and time limited. This opportunity allows TerraPower to prove its first-of-a-kind asset without passing construction cost overruns or technology performance risks to customers. The KU1 project’s location adjacent to existing company infrastructure creates site-specific benefits that the Company believes are in the public interest.
This is not a complete description of the Application. You may review the Application at RMP’s Wyoming offices or at the Commission’s offices in Cheyenne, or online at https://dms.wyo.gov/external/publicusers.aspx (Enter Record No. 17991).
Anyone desiring to file a public comment, statement, intervention petition, protest or request for a public hearing in this matter must file with the Commission in writing on or before December 11, 2025. Petitions shall set forth the grounds of the proposed intervention or request for hearing as well as the position and the interest of the petitioner in this proceeding. Please mention Docket No. 20000-696-EA-25 in your communications.
If you wish to intervene in this matter and you require reasonable accommodation for a disability, please contact the Commission at (307) 777-7427, or write to the Commission at 2515 Warren Avenue, Suite 300, Cheyenne, Wyoming 82002.
