The real property is more particularly described as follows:

Lot 1 of Block 54 of the Second Addition to the City of Kemmerer, Lincoln County. Wyoming as described on the official plat thereof, together with all buildings, improvements and appurtenances thereon situate or in anywise appertaining thereto.

The applicant prays that the Court enter a decree establishing that the right and title to the real property and personal property described hereinabove be distributed to the following individuals, as set forth in Part 4 of the Will of Robin S. Kolata, a/k/a Robin Scott Kolata:

            BLASTING SCHEDULE

Pursuant to Public Law 95-87, Section 515 (b)(15)(A) of the Surface Mining Control and Reclamation Act of 1977, and the Wyoming Environmental Quality Act, Statute 35-11-415, Duties of operator, and in accordance with the regulations authorized and promulgated thereunder, Kemmerer Operations, LLC hereby presents notice of blasting operations to be conducted at the Kemmerer Mine.  The specific locations are:

1-UD Complex,  a portion of Tracts 91, 95, 97, 98C, 98B, 99, 100, 101,102 and 103, T21N, R116W, the active pit area containing 100 acres, more or less, and all located within Lincoln County, WY.

Pit 2-UD,  a portion of Sec. 15, and a portion of Section 22, T20N, R117W, the active pit areas containing 50 acres, more or less, and all located within Lincoln County, WY.

I-Area Pit, a portion of or all of Lots 9 and 10 in section 30 and Tracts 85, 86, 87 and 88, T21N R116W, the active pit areas containing 150 acres, more or less, and all within Lincoln County, WY.

Blasting may be necessary on the above described locations of Kemmerer Operations, LLC’s Kemmerer Mine in order to maintain scheduled mining operations on the following dates in 2025 & 2026:

August 1-31, 2025

September 1-30, 2025

October 1-31, 2025

November 1-30, 2025

December 1-31, 2025

January 1-31, 2026

Blasting may occur during daylight hours from sunrise to sunset.

Access to the blasting area will be controlled prior to a blast by a mine representative.  Access shall remain closed until the blast area is checked and the “all clear” signal is aired.

The warning and all clear signals are as follows:

Pre-blast signal - Loud Wavering Tone - One Minute

All clear signal - Maintained Peak Tone - One Minute

All blasting will be conducted according to the above dates and schedules unless an emergency situation arises which indicates the need for an unscheduled detonation of blasting materials.  These emergency situations may be as follows:

  1. Rain
  2. Lightning
  3. Adverse Atmospheric conditions
  4. Any other unforeseen circumstances which may jeopardize the safety of persons, (operators or public) that may be in the vicinity of the mine site.

Should alterations to the above schedule be necessary, with exception given to emergency situations, further public notice will be advertised accordingly.

PUBLIC NOTICE

Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules and Regulations, notice is hereby given of Rocky Mountain Power’s (RMP or the Company) filing of its 2025 Integrated Resource Plan (IRP), as more fully described below:

  1. RMP is a division of PacifiCorp, an Oregon corporation, engaged in the business of supplying electric utility service to customers throughout its six-state service territory, including Wyoming under certificates of public convenience and necessity issued by the Commission. The Company is a public utility subject to the Commission’s jurisdiction. Wyo. Stat. §§ 37-l-101(a)(vi)(C) and 37-2-112.
  2. On December 31, 2024, RMP filed its draft 2025 IRP. On January 8, 2025, the Company made the non-confidential supporting workpapers publicly available on its website. On March 31, 2025, the Company filed its final 2025 IRP. On April 11, 2025, the Company filed the supporting workpapers. The Company states the Preferred Portfolio, derived from the IRP demonstrates reliable service requires: investment in transmission infrastructure; new wind and solar resources; the conversion of four coal-fired generation units to natural gas-fired peaking units; significant demand response and energy efficiency programs; the addition of carbon capture technology to specific coal-fired resources; the addition of an advanced nuclear resource; and the addition of other energy resources.
  3. The 2025 IRP includes: 3,782 MW of new wind resources; 7,524 MW of storage resources; 5,912 MW of new solar resources, both utility level and small-scale; and 500 MW of advance nuclear resources, which is the NatriumTM Reactor Demonstration Project. The Company states the 2025 IRP Preferred Portfolio is in addition to previously contracted wind, solar, and battery storage capacity which the Company expects to complete in the 2025 to 2026 timeframe. The 2025 IPR also includes capacity and energy saving details associated with the Company’s demand side management, energy efficiency programs, and direct load control programs.
  4. The 2025 IRP describes multiple transmission projects which provide connection for generation resources and upgrades to energy transfer capability from southern Utah to the major load center in Wasatch Front. It includes new transmission lines, and various upgrades, to transfer capability between points in Oregon and Idaho. It also includes a new transmission line and upgrades to connect generation resources in Washington.
  5. The 2025 IRP includes the conversion of Dave Johnston, Units 1 and 2, and Naughton, Units 1 and 2, to natural gas-fired plants in order to meet federal and state environmental compliance requirements. The 2025 IRP also calls for retrofitting Jim Bridger Units 3 and 4 with carbon capture technology to meet environmental compliance requirements. The 2025 IRP includes additional discussion of other coal-fired generating units.
  6. RMP states the primary objective of the 2025 IRP is to identify the best mix of proxy resources to serve its customers across its six-state service territory. The Company recognizes and assesses least cost, least risk portfolio requirements specific to each individual state. The Company states the 2025 IRP Preferred Portfolio is supported by comprehensive data analysis and an extensive public input process which included nine online public input meetings beginning in January of 2024.

The Kemmerer City Council met in regular session this 14th day of April, 2025, at 7 p.m. in the City Council Chambers, City Hall, Kemmerer, Wyoming. The Pledge of Allegiance was recited. OLD BUSINESS:

Motion was made by Councilmember Ellis to Pass, Approve and Adopt on 3rd reading Ordinance No. 2025-891, Amending 4-1 and 4-5 on Alcohol Beverages as amended; seconded by Councilmember Price and unanimously approved by council present.

NEW BUSINESS:

(a) Motion was made by Councilmember Quinn to approve J-U-B engineers as the Kemmerer Airport Engineers for a 5-year term as J-U-B was the only engineers that responded to the RFQ, the city has had positive experiences with J-U-B in the past, and airport projects often take two to three years to complete and a 5-year agreement creates continuity; seconded by Councilmember Ellis and unanimously approved by council present.

(b) Motion was made by Councilmember Quinn to award the Airport 2025 Seal Coat and Mark Pavements Project to American Road Maintenance in an amount not to exceed $182,068.50; seconded by Councilmember Price and unanimously approved by council present.

(c) Motion was made by Councilmember Quinn to authorize the mayor to sign the agreement with QT Pod, LLC for airport fuel terminal and credit card processing selecting the premium plan at $1,995.00 per year; seconded by Councilmember Ellis and unanimously approved by council present.

(d) Motion was made by Councilmember Quinn to authorize the mayor to sign the SLTEC Utility and Usage Agreement with Lincoln County; seconded by Councilmember Batista and unanimously approved by council present.

(e) Motion was made by Councilmember Quinn to allow the City to be a sponsor and contribute $1,200 to the K-Town Boomers in which they can use the South Lincoln Training and Event Center for their corn hole tournament on May 17, 2025 for an amount to collect be zero dollars with K-Town Boomers being responsible for the setup, tear down, and cleanup of the event; seconded by Councilmember Price and unanimously approved by council present.

(f) Motion was made by Councilmember Batista to authorize the mayor to sign the MOU with Lincoln County, the SLCEDC, and the Town of Opal, committing to an amount remaining of $38,509.61 to contract with an Economic Development Liaison; seconded by Councilmember Quinn and unanimously approved by council present.

(g) Motion was made by Councilmember Quinn to Pass on 1st Reading Ordinance No. 2025-893, Amending CN, Commercial Neighborhood District 23-46 to Allow Residents & Accessory Uses as Permitted or Conditional Uses; seconded by Councilmember Batista and unanimously approved by council present.

CHAPTER 6, SECTION 2 CONSTRUCTION/MODIFICATION PERMIT - Department of Environmental Quality, Division of Air Quality

PUBLIC NOTICE:

  In accordance with Chapter 6, Section 2(m) of the Wyoming Air Quality Standards and Regulations, notice is hereby given that the State of Wyoming, Department of Environmental Quality, Division of Air Quality, proposes to approve a request by Greylock Production, LLC (CMP100730) to modify and operate the Green River Bend 133-6 (F003748) by recompleting the well, located in the NW1/4SW1/4 of Section 6, T26N, R112W, approximately one (1) miles west-northwest of LaBarge, in Lincoln County, Wyoming.  Greylock Production, LLC has met the demonstration requirements under Chapter 6, Section 2(c)(ii) for this permitting action since current emissions are less than emissions during the baseline period.  VOC emissions have decreased 2.6 TPY from the baseline period and NOx emissions have not changed from the baseline period.  These reductions have been added to Greylock Production, LLC’s offset bank to use for future permitting actions.

For the duration of the public comment period, the permit application, the agency’s analysis, and the public notice are available for public inspection online at https://openair.wyo.gov, utilizing facility ID F003748 and permit number P0039552 under permits.  This material may also be viewed online, at the above URL, utilizing a public computer at the Lincoln County Library, Kemmerer, Wyoming.  Additionally, for the duration of the public comment period a copy of this public notice is available for public inspection at the Lincoln County Clerk’s Office, Kemmerer, Wyoming.

Destruction of Permanent Files

This notice is submitted to alert all families of children who attended a Lincoln Uinta Child Development Association developmental disabilities preschool program during the school year 2017 through 2018. If your child received services through one of LUCDA’s centers (Alpine Child Development Center, Bridger Valley Child Development Center, LUCDA-Evanston, Kemmerer Child Development Center, Star Valley Child Development Center (Afton or Thayne) during the years listed, those records will be destroyed on or after June 1, 2025. If parents wish to obtain their child’s records they may contact the local center where their child attended, or the LUCDA Regional Office at P.O. Box 570, Mountain View, WY 82939, (307) 782- 6602 prior to June 1, 2025. Records will be given only to those who can prove guardianship of the child. If you are a friend or relative of a child who attended the program during these years, please assist the program by notifying parents that records are available.

You are hereby notified that on the 6th day of April, 2025, the estate of the above named decedent was admitted to probate by the above named court, and that William Lee Popp, Jr. was appointed personal representative thereof.
