NOTICE OF BUDGET HEARING

Notice is hereby given that a public hearing on the proposed budget for the Kemmerer Senior Citizen Service District for the fiscal year ending June 30, 2026, which is now being considered by the board of the Kemmerer Senior Citizen Service District, will be held at the Oyster Ridge BOCES building on June 18, 2025 atv5:00 PM at which time any and all persons may appear and be heard respecting such budget.  A summary of such proposed budget follows:

PUBLIC NOTICE

Lincoln County School District No. 1 will be destroying Special Education Records for students whose records have been maintained for more than 7 years after graduation or enrollment. If you graduated or were last enrolled before July 16, 2018, these records will be destroyed unless students over the age of 18 pick up the records or request in writing that they be maintained. Parents may pick up records if they are the legal guardian or have written permission from the student.

ADVERTISEMENT FOR BIDS

Separate sealed BIDS for the purchase of one (1) new police (patrol) vehicle as per specs, for the City of Kemmerer (OWNER) will be received at the Administrative Services Office, City Hall, 220 Wyoming Highway 233, Kemmerer, Wyoming, 83101, until 2 p.m. local time Tuesday, July 8, 2025, at which time and place said bids will be publicly opened and read aloud.

Bid packets and specifications can be received from the Administrative Services Office, City of Kemmerer, 220 Wyoming Highway 233, Kemmerer, WY 83101 or on the City of Kemmerer’s website at www.kemmerer.org.

If, at the time the bid is to be awarded, the OWNER determines that the amount of funds available is sufficient to finance the purchase, the bid may be awarded to the lowest responsible BIDDER.  Determination of the lowest responsible BIDDER shall take into account all applicable provisions of Wyoming Statues 1977, as amended.

The contract shall be awarded to the responsible certified resident bidder (as defined by Wyoming Statutes) making the lowest bid if the certified resident’s bid is not more than five percent (5%) higher than that of the lowest responsible non-resident bidder.  The City of Kemmerer also has a local preference policy.  A local business may receive a local preference on all applicable purchases subject to City Council consideration of other factors:

The following terms will be defined as indicated.

Any physical business located in Lincoln County, Wyoming, and within 50 miles of Kemmerer City Hall.

Local preference: any qualified, responsible bidder as determined by the City Council, whose bid on an applicable purchase is within 5% of the lowest, qualified, responsible bid will be considered the low bidder.

Applicable purchase: any purchase by the City of Kemmerer which is required to be bid under Wyoming State Statutes.

Other factors: means availability of goods, services, and maintenance.

The City of Kemmerer reserves the right to reject any and all bids, to waive any informativity in bids, and to accept any bid or bids deemed to be in the best interest of the City of Kemmerer.  Bids must be original, signed, sealed bids on our forms.  Faxed bids will not be accepted.  Bids may not be withdrawn after the time fixed for opening them and remain valid for 60 days.

FORECLOSURE SALE NOTICE

Default in the payment of principal and interest has occurred under the terms of a Promissory Note (the “Note”) dated December 22, 2023, executed and delivered by Bryce Clements and Heather Clements (“Mortgagors”) to Mutual of Omaha Mortgage, Inc., and a real estate Mortgage (the “Mortgage”) of the same date securing the Note, which Mortgage was executed and delivered by said Mortgagors, to Mortgage Electronic Registration Systems, Inc., as mortgagee, as nominee for Mutual of Omaha Mortgage, Inc., its successors and assigns, and which Mortgage was recorded on January 2, 2024, at Reception No. 1033082, in Book 1101, at Page 413 in the public records in the office of the County Clerk and ex-officio Register of Deeds in and for Lincoln County, Wyoming.

The Mortgage contains a power of sale which, by reason of said default, the Mortgagee declares to have become operative, and no suit or proceeding has been instituted at law to recover the debt secured by the Mortgage or any part thereof, nor has any such suit or proceeding been instituted and the same discontinued.

Written notice of intent to foreclose the Mortgage by advertisement and sale has been served upon the record owner and the party in possession of the mortgaged premises at least ten (10) days prior to the commencement of this publication, and the amount due upon the Mortgage as of May 27, 2025 being the total sum of $249,711.16, plus interest, costs expended, late charges, and attorney fees accruing thereafter through the date of sale.

The above sale will be conducted by the Sheriff or the Sheriff’s deputy at the front door of the Lincoln County Courthouse in Kemmerer, Wyoming, at 10:00 a.m. on Tuesday, June 17, 2025.

In the event that either a representative of the Mortgagee or a representative of Wyoming Title and Escrow is not present at the sale, the sale will be postponed until a later date.

Robert Cole Duerr defaulted on the terms of the Note and Mortgage, and as of the date of this Notice, the undersigned claims an outstanding balance of $283,401.73. Interest continues to accrue on the unpaid balance at the rate of $33.49 per day.
