Notice is hereby given of a public hearing on the proposed budget for South Lincoln Hospital District for the fiscal year ending June 30, 2026, which is now being considered by the Board of the South Lincoln Hospital District.  The public hearing will be held in Kemmerer, Wyoming, in the Board Room of the South Lincoln Medical Center on the 30th day of June 2025, at five thirty o’clock p.m.  At which time any and all persons interested may appear and be heard respecting such budget.  A summary of the proposed budget follows:

NOTICE

Northwest Pipeline LLC’s Kemmerer Horsepower Replacement Project

Northwest Pipeline LLC ("Northwest") filed an application in Docket No. CP25-204-000 with the Federal Regulatory Energy Commission ("FERC") pursuant to Section 7/(b)/7(c) of the Natural Gas Act for a certificate of public convenience and necessity authorizing Northwest to construct, install, modify, operate and maintain its Kemmerer Horsepower Replacement Project ("Project"). Once approved by FERC, the project will reduce NOx emissions by 99% and potential methane emissions by 94% by the 4th quarter of 2027.

The Project will consist of the following components:

  • The replacement of existing Cooper GMWC-6 (Units 1-3), Cooper V6-250 (Unit 4), and Centaur 40S T-4702S (Mobile Unit) compressors and associated infrastructure with one Mars 90 turbine-driven compressor package with gas cooling, seal gas recovery equipment, and associated infrastructure such as new valves, buildings, and essential mechanical and electrical systems.

Northwest owns and operates an interstate natural gas pipeline system and is regulated by FERC. Northwest must obtain FERC approval to construct the proposed facilities. A separate notice regarding Northwest's application will be mailed to the affected landowner and other stakeholders involved with the project. WHEREAS, Canyon Road Holdings, LLC, the owner of a 20.5 acre parcel located in Federal Tract 45, T 21 N, R 116 W, 6th P.M. has requested a rezoning; and

WHEREAS, the Kemmerer Zoning Board has determined this request meets the requirements of Section 23-162 of the Kemmerer Zoning Code;

CITY COUNCIL PROCEEDINGS

The Kemmerer City Council met in regular session this 9th day of June, 2025, at 6 p.m. in the City Council Chambers, City Hall, Kemmerer, Wyoming. The Pledge of Allegiance was recited. Present on roll call were Mayor Robert Bowen, Councilmember Marlin Batista, Councilmember Caleb Ellis, Councilmember David McConkie, Councilmember Bill Price, and Councilmember Mark Quinn. Councilmember Brantley Popp was absent.

Motion was made by Councilmember Quinn to excuse the absence of Councilmember Popp; seconded by Councilmember Batista and unanimously approved by the council present.

Motion was made by Councilmember Quinn to approve the agenda as amended to remove from the presentations, Lincoln County Semi Quincentennial Celebration of the County by Bob King; seconded by Councilmember Batista and unanimously approved by council present.

DEPARTMENT REPORTS:

John Tibbetts, Golf and Parks Director; Lois Hicks, Recreation Coordinator; Jamie Thornock, Event and Program Assistant; Mike Kahre, Police Chief; Natasia Diers, City Clerk-Treasurer; and Chad Nielson, Public Works Director; gave department reports to the council.

Motion was made by Councilmember Price to amend the agenda to add New Business Item (c), Water Supply at the Outdoor Pool; seconded by Councilmember Batista and unanimously approved by council present.

(a)  Motion was made by Councilmember Quinn to Pass on 2nd Reading, Ordinance No. 2025-898, Amending Chapter 2 of the Kemmerer City Code as amended; seconded by Councilmember Ellis and unanimously approved by council present.

NEW BUSINESS:

(a)  Motion was made by Councilmember Price to Pass, Approve, and Adopt Resolution No. 2025-855, Adopting a Budget for FY 2025-2026; seconded by Councilmember Ellis and unanimously approved by council present.

(b)  Motion was made by Councilmember Quinn to Pass on 1st Reading, Ordinance No. 2025-899, Granting to Questar Gas Company, dba Enbridge Gas Wyoming a franchise for the Construction, Operation, and Maintenance of Gas Distribution System in the City of Kemmerer as amended; seconded by Councilmember Batista and unanimously approved by council present.

(c)  Motion was made by Councilmember Quinn to authorize the plumbing repairs to the water supply line at the outdoor pool in an amount not to exceed $8,043; seconded by Councilmember Batista. The mayor then called for the questions. Those voting, “Yea” were Councilman Batista, Councilman Ellis, Councilman Price and Councilman Quinn. Councilman McConkie voted “Nay” with the mayor voting “Yea.” Motion carried.

COMMENTS:

City Administrator, Brian Muir, made comments. Councilmember McConkie made comments. Mayor Bowen made comments.

There being no further business before the Council, Mayor Bowen adjourned the meeting; 9:10 p.m.

PUBLIC NOTICE

Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules and Regulations, notice is hereby given of the Application of Questar Gas Company d/b/a Enbridge Gas Wyoming (Enbridge or the Company) for approval of the Piceance Development Phase II as a Wexpro II property, as more fully described below.

Enbridge is a division of Enbridge, Inc., a Canadian corporation, engaged in the business of supplying energy services in several states, including Wyoming. Enbridge is a public utility subject to the Commission’s jurisdiction. Wyo. Stat. §§ 37-1-101(a)(vi)(D) and 37-2-112.

On June 11, 2025, Enbridge filed an Application requesting authority to include recently acquired properties, located within the Piceance Development Phase II, as a Wexpro II property pursuant to the Wexpro II Agreement. The Commission approved the Wexpro II Agreement in Docket No. 30010-123-GA-12 and the inclusion of the initial Piceance Development in Docket No. 30010-232-GA-25. The Piceance Development Phase II is outside the existing Wexpro I Development Drilling Area. The Company seeks authority to include the relevant portions of the Piceance Development Phase II within the Wexpro II Agreement and voluntarily offers the remaining portions for inclusion as a Wexpro II property.

Enbridge acquired the Piceance Development Phase II at its own risk and pending the Commission’s decision regarding this acquisition’s inclusion as a Wexpro II property. If approved, the Company will begin recovering the acquisition and drilling costs from customers. The Company contends that approval of the Piceance Development Phase II as a Wexpro II property will provide an opportunity for customers to receive lower cost gas for many years. Additionally, the Company states that Wexpro will continue to manage its current production and future drilling programs at or below the 5-Year Forward Curve and to manage combined cost-of-service production from Wexpro I and Wexpro II properties to Enbridge at or below the thresholds established in the Canyon Creek Acquisition in Commission Docket No. 30010-145-GA-15.

Beginning at a point 852 feet North of the Southwest Corner of Lot 2 of said Section 19;

Thence running East 120 feet;

Thence North 363 feet;

Thence West 120 feet;

Thence South 363 feet to the point of beginning.

With an address of 178 Muddy String Road, Thayne, WY 83127 (the undersigned disclaims liability for any error in the address).

Together with all improvements thereon situate and all fixtures and appurtenances thereto.

Mortgagee shall have the exclusive right to rescind the foreclosure sale during the redemption period. In the event that the sale is rescinded or vacated for any reason, the successful purchaser shall only be entitled to a refund of his/her/its purchase price and/or statutory interest.
