PUBLIC NOTICE

Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules and Regulations, notice is hereby given of the Application of Rocky Mountain Power (RMP or the Company) for authority to maintain a common equity percentage of less than 44 percent, as more fully described below.

  1. RMP is a division of PacifiCorp, an Oregon Corporation, engaged in the business of supplying electric utility service to customers throughout its six-state service territory, including Wyoming. RMP is a public utility subject to the Commission’s jurisdiction. Wyo. Stat. §§ 37-1-101(a)(vi)(C) and 37-2-112.
  2. On September 24, 2025, RMP filed an Application requesting authority to allow its direct parent company, PPW Holdings, LLC, (PPW Holdings) to maintain a common equity percentage below the 44 percent minimum equity level. The current equity percentage is 45.9 percent in accordance with the Commission approved 2006 merger in Docket No. 20000-EA-05-226. Due to accrued wildfire liabilities for the PacificCorp net of insurance, projections of increased long-term debt, and lower earnings for 2025 through 2026, PPW Holdings’ consolidated actual capital structure equity level will reach below the 44 percent minimum equity percentage. To maintain enough capital to support the RMP and PacifiCorp system and investments in system reliability and wildfire mitigation plans, the common equity percentage needs to be temporarily reduced below 44 percent.
  3. The Company states that while the debt will contribute to PPW Holdings’ equity percentage decrease, RMP’s planned investments are necessary and consistent with PacifiCorp’s obligation to provide safe, reliable service to its customers.
  4. This is not a complete description of the Application. Interested persons may inspect it at the Commission’s office or online at: https://dms.wyo.gov/external/publicusers.aspx (Enter Record No. 17980).
  5. Anyone wishing to file a statement, intervention petition, protest or request for a public hearing in this matter must do so in writing filed with the Commission on or before January 2, 2026. Any intervention request filed with the Commission shall set forth the grounds of the proposed intervention or request for hearing as well as the position and the interest of the petitioner in this proceeding. Please be sure to mention Docket No. 20000-692-EA-25 in all correspondence with the Commission.
  6. If you wish to intervene in this matter or request a public hearing which you will attend and you require reasonable accommodation for a disability, call the Commission at (307) 777-7427 or write to the Commission, 2515 Warren Avenue, Suite 300, Cheyenne, Wyoming 82002. Communications-impaired persons may contact the Commission through Wyoming Relay at 711.

PUBLIC NOTICE

Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules and Regulations, notice is hereby given of the report of Rocky Mountain Power (RMP or the Company) of a major event from a loss of power near the Platte substation on August 24, 2025, through August 25, 2025, as more fully described below.

  2. On October 6, 2025, RMP filed a report detailing the effects from the loss of power near the Platte substation in southern Wyoming beginning August 24, 2025. The Company states in the report a lightning strike near the Platte substation located in the Rawlins, Wyoming area resulted in the failure of a 115 kilovolt (kV) lightning arrestor and both high-side transformer lines and created a cascading outage impacting 5,756 customers through August 25, 2025. Attempts to isolate and re-energize affected areas initially failed due to internal arcing and failed insulators inside the Platte substation, but service has been restored.
  3. The Company states the outage is a major event as defined by the Institute of Electrical and Electronics Engineers, Inc., Standard 1366-2012. The Threshold of Major Event Day (TMED), State System Average Interruption Duration Index (SAIDI), and Customer Average Interruption Duration Index (CAIDI) service interruption thresholds were exceeded, which precipitates a major event report.
  4. This is not a complete description of the Application. Interested persons may inspect it at the Commission’s office or online at: https://dms.wyo.gov/external/publicusers.aspx (Enter Record No. 17984).
20000-694-EA-25 in all correspondence with the Commission.
  6. If you wish to intervene in this matter or request a public hearing which you will attend and you require reasonable accommodation for a disability, call the Commission at (307) 777-7427 or write to the Commission, 2515 Warren Avenue, Suite 300, Cheyenne, Wyoming 82002.
