NOTICE OF SUBSTANTIAL COMPLETION

Notice is hereby given that Lincoln County has issued a certificate of substantial completion to SIRQ Construction, for the work performed for the Courtroom Expansion, at the Lincoln County Justice Center in Lincoln County, Wyoming. The County has accepted the work as substantially complete according to the contract and associated documents and therefore the contractor is entitled to payment of the full amount due under the contract, which will occur on or about September 16, 2026

PUBLIC NOTICE

The Wyoming Public Service Commission approved the Application of Questar Gas Company, d/b/a Enbridge Gas Wyoming to amortize the Conservation Enabling Tariff Balancing Account resulting in a rate increase to $0.49705 per dekatherm (Dth), for all General Service Small (GSS) customers, and a rate increase to $0.09617 per Dth, for all General Service Large (GSL) customers, effective for usage on and after December 1, 2025. The Company submitted additional applications, requesting rate changes to take effect concurrently with this filing, resulting in an overall rate increase of $0.09655 per Dth for GSS customers.

The Company’s proposal results in an annual increase of approximately $17.24 or 2.06% before taxes, for a residential customer using 80 Dth.. Actual bills will vary with usage.

Anyone desiring to file a statement, intervention petition, protest, or request for hearing must file with the Commission in writing, on or before August 27, 2026. NOTICE SETTING PUBLIC HEARING

  1. Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules, notice is hereby given that a public hearing is scheduled regarding Rocky Mountain Power’s (RMP or the Company) request for approval of its Integrated Resource Plan (IRP) for 2025. The public hearing is set to commence on Tuesday, August 25, 2026, at 9:00 a.m., in the Commission’s hearing room located at 2515 Warren Avenue, Suite 300, in Cheyenne, Wyoming.
  2. RMP is a division of PacifiCorp, an Oregon corporation, engaged in the business of supplying electric utility service to customers throughout its six-state service territory, including Wyoming. RMP is a public utility, subject to the Commission’s jurisdiction. Wyo. Stat. §§ 37-l-101(a)(vi)(C) and 37-2-112.
  3. On December 31, 2024, RMP filed its draft 2025 IRP. On March 31, 2025, the Company filed its final 2025 IRP. On April 11, 2025, the Company filed the supporting workpapers. The Company states the Preferred Portfolio, derived from the IRP demonstrates reliable service requires: investment in transmission infrastructure; 3,782 MW of new wind and 5,912 MW of new solar resources; 7,524 MW of storage resources; the conversion of four coal-fired generation units to natural gas-fired peaking units; significant demand response and energy efficiency programs; the addition of carbon capture technology to specific coal-fired resources; the addition of 500 MW in advanced nuclear resources; and the addition of other energy resources.
  4. Wyoming Industrial Energy Consumers (WIEC) and Sierra Club (Sierra) filed petitions to intervene in this matter, which the Commission granted by Orders issued on June 17, 2025. Wyoming Office of the Consumer Advocate (OCA) timely petitioned to intervene by matter of right. W.S. § 37-2-402(a).

The Kemmerer City Council met in an emergency special session on this 16th day of July 2026, at 9:03 a.m. in the City Hall Conference Room, City Hall, Kemmerer, Wyoming. The Pledge of Allegiance was recited. Present on roll call were Mayor Robert Bowen, Councilmember Marlin Batista, Councilmember Caleb Ellis (via telecom), Councilmember Bill Price (via telecon), Councilmember Ken Spears, and Councilmember Mark Thatcher.

Motion was made by Councilmember Batista to approve the agenda as presented; seconded by Councilmember Spears and unanimously approved by council present.

NEW BUSINESS:

Mayor Bowen appointed Eric Phillips as the Alternate Kemmerer Municipal Judge for the remainder of calendar year 2026. Motion was made by Councilmember Batista to ratify the appointment of Eric Phillips as the Alternate Kemmerer Municipal Judge for the remainder of the calendar year 2026; seconded by Councilmember Spears and unanimously approved by council present.

NEW BUSINESS:

(a)  Mayor Bowen appointed Hunter Peterson as Kemmerer Prosecuting Attorney. Motion was made by Councilmember Batista to ratify the appoint of Hunter Peterson as Kemmerer Prosecuting Attorney with a start date of August 19, 2026, for the remainder of calendar year 2026; seconded by Councilmember Price and unanimously approved by council present.

(b)  Mayor Bowen appointed Jason Petri as Kemmerer City Attorney. Motion was made by Councilmember Ellis to ratify the appoint of Jason Petri as Kemmerer

City Attorney with a start date of August 19, 2026, for the remainder of calendar year 2026; seconded by Councilmember Batista and unanimously approved by council present.

(c)  Motion was made by Councilmember Batista to authorize the mayor to sign the support letter for the Chamber of Commerce Grant for Downtown Triangle; seconded by Councilmember Thatcher and unanimously approved by council present.

(d)  Motion was made by Councilmember Batista to Pass, Approve and Adopt Resolution No. 2026-882, Accepting the Proposed Combined Bond and Letter of Credit for the Gateway PUD Phase 1A; seconded by Councilmember Ellis and unanimously approved by council present.

(e)  Motion was made by Councilmember Batista to Pass, Approve and Adopt Resolution No. 2026-883, Setting Fees and Charges by the Governing Body of the City of Kemmerer for Public Record Requests and Services; seconded by Councilmember Thatcher and unanimously approved by council present.

(f)  Motion was made by Councilmember Batista to approve the new business room rental discount at the South Lincoln Training and Event Center between July 1, 2026, and September 4, 2026; seconded by Councilmember Ellis and unanimously approved by council present.

(g)  Motion was made by Councilmember Batista to Pass, Approve, and Adopt Resolution No. 2026-884, Amending the Public Notice Regarding the Request of Robert Fox to Rezone Property to Include all Three Parcels; seconded by Councilmember Spears and unanimously approved by council present.

(h)  Motion was made by Councilmember Spears to accept the resignation of Councilmember Caleb Ellis effective July 26, 2026; seconded by Councilmember Price. The mayor then called for the vote. Those voting “Yea,” were Councilmember Ellis, Councilmember Price, Councilmember Spears, Councilmember Thatcher, and Mayor Bowen. Councilmember Batista voted, “Nay.” Motion carried.

(i)  Motion was made by Councilmember Ellis to Pass, Approve and Adopt Resolution No. 2026-881, Adopting a New Official City Seal, for the City of Kemmerer; seconded by Councilmember Batista and unanimously approved by council present.

City Administrator, Brian Muir, made comments. Councilmember Batista, Councilmember Spears, Councilmember Thatcher, Councilmember Price, and Councilmember Ellis made comments. Mayor Bowen made comments.

Notice is hereby given that City of Kemmerer is accepting Bids for a general contract for the construction of the CITY OF KEMMERER 2026 ROADWAY SEALING PROJECT.

Sealed Bids for the Project will be received at the bid opening on August 13th, 2026 at 11:00 AM MST in the Kemmerer City Hall located at 220 State Highway 233 Kemmerer, WY. At that time the Bids received. Bids shall be delivered according to the instructions to bidders.

The project involves crack seal and seal coat on multiple road sections throughout the City of Kemmerer.

For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. A bid security in the amount of 5% of the bid shall accompany each bid. All bids are to be prepared in accordance with the Bidding Documents. PUBLIC NOTICE

Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules and Regulations, notice is hereby given of Rocky Mountain Power’s (RMP or the Company) Application for Commission review and approval of its 2026-2028 Wildfire Mitigation Plan (WMP), as more fully described below:

  1. RMP is a division of PacifiCorp, an Oregon corporation, engaged in the business of supplying electric utility service to customers throughout its six-state service territory, including Wyoming. RMP is a public utility subject to the Commission’s jurisdiction. Wyo. Stat. §§ 37-l-101(a)(vi)(C) and 37-2-112.
  2. On July 20, 2026, RMP filed the Application requesting Commission review and approval of its 2026-2028 WMP. Prior to the enactment of Wyoming’s wildfire mitigation statutes, RMP filed an initial WMP which was approved by the Commission under Docket No. 20000-671-ER-24. However, as of July 1, 2025, all WMPs must be filed and reviewed for compliance with Wyoming Statute §§ 37-3-401 et seq. in order to be approved. A WMP outlines actions the electric utility takes to minimize the risk of wildfire and to respond to wildfire events. WMPs must include areas that may be subject to a heightened wildfire risk, a description of the standards for inspecting infrastructure and performing vegetation management, procedures for deenergizing power lines to mitigate potential wildfires, and procedures to restore service after a wildfire.
  3. RMP states it has notified all municipalities, conservation districts, and counties in its service territory that the WMP has been filed with the Commission. No rate review or review of prudently incurred costs have been requested in this docket.
  4. This is not a complete description of RMP’s Application. You may review the WMP at the Commission or online at: https://psc.wyo.gov/public-resources/wildfire-mitigation (enter Record No. 18211).
  5. Anyone desiring to file a statement, intervention petition, protest or request for a public hearing in this matter must do so, in writing, on or before August 21, 2026. Petitions shall set forth the grounds of the proposed intervention or request for hearing as well as the position and the interest of the petitioner in this proceeding. The Commission encourages the public’s participation and comments will be received throughout the entirety of this proceeding. The opportunity to present verbal comments will be available to anyone appearing, either in person or remotely, during future public proceedings related to this matter. Submitting written comments to the Commission by the deadline set forth above may allow for resolution of issues and/or concerns identified therein.
