BALLOT PROPOSITIONS
Shall a law be enacted:
Establishing a property tax exemption for qualified homeowners’ primary residence in the amount of fifty percent (50%) of the assessed value of the dwelling; AND
Defining “homeowner” and “primary residence”; providing that no more than one exemption shall apply to a single property or be claimed by a single owner per year; requiring a homeowner to be a resident of Wyoming for at least one year and to have occupied the primary residence for at least six months of the previous tax year to qualify; requiring an initial sworn claim to be filed with the county assessor by the fourth Monday in May; providing for continuing the exemption in subsequent years through annually confirming eligibility; providing a penalty for false claims; clarifying that the exemption applies to the residential structure; and specifying applicability?

The above estimate is based on residential property assessed value and property tax data from the Computer Assisted Mass Appraisal (CAMA) system provided by the Department of Revenue in 2023. The future fiscal impact estimates are derived by using the January 2023 Consensus Revenue Estimating Group (CREG) report, estimating annual growth of 3.5% for properties in future years. This is an estimate of fiscal impact to the State of Wyoming only and does not include an estimate of any impact upon political subdivisions. The proposition references a beginning date of 2025, but if passed in 2026 the earliest applicable tax year would be 2027, with impact to the state beginning in 2028. Fiscal impact will apply to each year so long as the exemption is in place. Future impacts depend on unpredictable economic conditions.

Shall the Kemmerer Senior Citizen Service District be authorized to increase the current mill levy from 0.3 mills to 0.6 mills to be imposed on the taxable property of the district in order to maintain the same level of service to the district?

Shall the South Lincoln Hospital District increase the District’s Mill Levy from the current three (3) mills to six (6) mills, to continue to provide funding to support the South Lincoln Hospital, Nursing Center, and Emergency Ambulance Services?

CAMPAIGN REPORTING REQUIREMENTS: every candidate/committee, whether successful or not, shall file an itemized statement of contributions and expenditures at least seven (7) days but not more than fourteen (14) days before any primary, general or special election. Any contribution received or expenditure made after the statement has been filed, through the day of the election, whether a primary, general or special election, shall be filed as an amendment to the statement within ten (10) days after the election. This includes candidates/committees who neither receive nor spend any money during the campaign. Any person who fails to file the required report within the stipulated time is subject to civil and other penalties and shall have their name printed on a list drafted by the appropriate filing office that will be made available to the public. In addition, the person has twenty-one (21) days from the date of notice to comply or be subject to civil penalties of up to $500 per day for failure to file a report with the secretary of state and up to $200 per day for failure to file a report with the county clerk. This section does not apply to Special District Candidates.

CITY COUNCIL PROCEEDINGS
The Kemmerer City Council met in regular session this 27th day of July, 2026, at 6:00 p.m. in the City Council Chambers, City Hall, Kemmerer, Wyoming. The Pledge of Allegiance was recited. Present on roll call were Mayor Robert Bowen, Councilmember Marlin Batista, Councilmember Dave McConkie, Councilmember Bill Price, Councilmember Ken Spears, and Councilmember Mark Thatcher.
Motion was made by Councilmember McConkie to approve the agenda as amended to add New Business (e), Fishing Pond Closure and New Business (f), Updating the City Attorney Appointment of Jason Petri to start July 29, 2026 or as needed; seconded by Councilmember Spears and unanimously approved by council.
Chief of Police, Mike Kahre, and Police Sergeant Jake Walker presented Scott Meyers with the 2025 Kemmerer Police Department Citizen of the Year award. Michale Beehler was not present at the meeting.

OLD BUSINESS:
(a) Motion was made by Councilmember Price to Pass, Approve, and Adopt on 3rd Reading Ordinance No. 2026-908, Amending the Kemmerer Zoning Map, changing 60 acres of land currently zoned Heavy Industrial I-3 to I-1, lying West and adjacent to U.S. Highway 189 and South of U.S. Highway 30; seconded by Councilmember Batista and unanimously approved by council present.
NEW BUSINESS:
(a) Motion was made by Councilmember Batista to authorize the mayor to sign the Liquor Catering Permit for Eagle Bar LLC, out of LaBarge, Wyoming to use their liquor license to cater an event at the South Lincoln Training and Event Center on August 15, 2026; seconded by Councilmember Spears and unanimously approved by council.
(b) Motion was made by Councilmember Batista to authorize the mayor to sign the Liquor Catering Permit for Rosie’s Pizzeria Sports Bar, out of Diamondville, Wyoming to use their liquor license to cater an event at the South Lincoln Training and Event Center on August 1, 2026; seconded by Councilmember Spears and unanimously approved by council.
(c) Motion was made by Councilmember Batista to amend the FY 26-27 budget in the amount of $30,016.69 to hire a part-time administration front desk position; seconded by Councilmember Price and unanimously approved by council.
(d) Motion was made by Councilmember Batista to authorize the Golf and Parks Director or his designee to close the Kemmerer Community Fishing Pond as needed due to unseasonable high temperatures and authorize signage to be placed to say such; seconded by Councilmember McConkie and unanimously approved by council.
(e) Motion was made by Councilmember Batista to amend the appointment of the Kemmerer City Attorney, Jason Petri, to begin on July 29, 2026; seconded by Councilmember Thatcher and unanimously approved by council.
COMMENTS:
City Administrator, Brian Muir, presented a letter addressed to the city by the Fossil Basin Chamber of Commerce. Council gave directions to the Golf and Parks Director on punch passes at the golf course and the rec center for the Fossil Basin Chamber of Commerce Gala. Brian Muir made comments. Councilmember Price, Councilmember Thatcher, Councilmember Spears, Councilmember McConkie, and Councilmember Batista made comments. Mayor Bowen made comments.
