Notice of Special Budget Work Session

Notice is hereby given that the Kemmerer City Council will hold a special budget work session. The special work session will begin at 4:00 p.m. Thursday, May 1, 2025, and at 4:00 p.m. on Friday, May 2, 2025, in the Kemmerer City Hall Council Chambers, 220 Wyoming Hwy 233, Kemmerer, WY.

PUBLIC NOTICE

Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules and Regulations, notice is hereby given of the Application of Rocky Mountain Power (RMP or the Company) requesting authority to decrease rates, recover deferred Net Power Costs (NPC) under Tariff Schedule 95; and to decrease rates under Tariff Schedule 93, Renewable Energy Credits (RECs) and Sulfur Dioxide (S02) emission allowances, as more fully described below:

  1. RMP is a division of PacifiCorp, an Oregon corporation, engaged in the business

of supplying electric utility service to customers throughout its six -state service territory, including Wyoming under certificates of public convenience and necessity issued by the Commission. RMP is a public utility subject to the Commission’s jurisdiction. Wyo. Stat. §§ 37-1-1 01 (a)(vi)(C) and 37-2-112.

  1. On April 15, 2025, RMP filed an Application requesting authority to revise rates

pursuant to two different rate schedules. The Company proposes to recover approximately $83.2 million of deferred NPC and under Tariff Schedule 95 its Energy Cost Adjustment Mechanism (ECAM) over a 12 month period. The Company also proposes to credit approximately $4.3 million to customers to reflect the sale ofRECs and S02 emission allowances under its Tariff Schedule 93 REC and S02 Revenue Adjustment Mechanism (RRA). The Company requests interim approval of the proposed rates effective for usage on and after July 1,2025, subject to further review.

  1. The following table summarizes the proposed price changes by tariff rate schedule.

Within each rate schedule, the percentage change to individual customers may be higher or lower than the average due to rate design, customer load factors, and usage characteristics. The combined effect of the 2025 RRA and ECAM in this Application represents an overall proposed rate decrease of approximately $46.9 million or 5.8 percent.

Canyon Elementary School Window Replacement

Lincoln County School District No. 1 (the Owner) is receiving lump sum sealed proposals for the Canyon Elementary School Window Replacement. The project scope includes but is not limited to all work necessary to complete the removal and replacement of exterior windows. Including but not limited to adjacent trims, flashings, finishes and other miscellaneous items required to complete work in full. This project is to be awarded under a single Contract.

  First copies of the contract documents will be available after April 8th, 2025 and open to public inspection in the office of the Owner or Plan One/Architects, 4020 Dewar Drive, Suite A, Rock Springs, WY 82901.  Paper plans and specifications will not be available, prime bidders must download plans utilizing www.questcdn.com. A pre-bid conference will be held at the project site on April 29th, 2025 beginning at 3:30 p.m. Attendees shall meet at 1310 Antelope Street, Kemmerer, Wy 83101.  The conference will be mandatory for all General Contractors wishing to have their bid considered for the work.

All proposals must be accompanied by a Bid Bond or Cashier’s Check in the amount of ten percent (10%) of the maximum amount of the proposal.  The successful bidder shall provide a one hundred percent (100%) Performance and Payment Bond.  The bidder is required to comply with all applicable local, state, and federal laws.

NOTICE OF ACCEPTANCE OF AND FINAL SETTLEMENT FOR HIGHWAY WORK

Notice is hereby given that the Wyoming Department of Transportation has accepted as completed according to plans, specifications and rules governing the same work performed under that certain contract between the State of Wyoming and H-K Contractors, Inc., The Contractor, on Highway Project Number B243017 in Lincoln and Sublette Counties, consisting of chip seal and traffic control and the Contractor is entitled to final settlement therefore; that the Director of the Department of Transportation will cause said Contractor to be paid the full amount due him under said contract on May 26, 2025.
