NOTICE OF ACCEPTANCE OF AND FINAL SETTLEMENT FOR HIGHWAY WORK

Notice is hereby given that the Wyoming Department of Transportation has accepted as completed according to plans, specifications and rules governing the same work performed under that certain contract between the State of Wyoming and H-K Contractors, Inc., The Contractor, on Highway Project Number B243017 in Lincoln and Sublette Counties, consisting of chip seal and traffic control and the Contractor is entitled to final settlement therefore; that the Director of the Department of Transportation will cause said Contractor to be paid the full amount due him under said contract on May 26, 2025.

The date of the first publication of this Notice is April 15, 2025.

CALL FOR BIDS:

Canyon Elementary School Window Replacement

Lincoln County School District No. 1 (the Owner) is receiving lump sum sealed proposals for the Canyon Elementary School Window Replacement. The project scope includes but is not limited to all work necessary to complete the removal and replacement of exterior windows. Including but not limited to adjacent trims, flashings, finishes and other miscellaneous items required to complete work in full. This project is to be awarded under a single Contract.

  First copies of the contract documents will be available after April 8th, 2025 and open to public inspection in the office of the Owner or Plan One/Architects, 4020 Dewar Drive, Suite A, Rock Springs, WY 82901.  Paper plans and specifications will not be available, prime bidders must download plans utilizing www.questcdn.com. A pre-bid conference will be held at the project site on April 29th, 2025 beginning at 3:30 p.m. Attendees shall meet at 1310 Antelope Street, Kemmerer, Wy 83101.  The conference will be mandatory for all General Contractors wishing to have their bid considered for the work.

All proposals must be accompanied by a Bid Bond or Cashier’s Check in the amount of ten percent (10%) of the maximum amount of the proposal.  The successful bidder shall provide a one hundred percent (100%) Performance and Payment Bond.  The bidder is required to comply with all applicable local, state, and federal laws. 

The Owner reserves the privilege of rejecting any or all proposals, or waiving any irregularities or formalities in any proposal in the bidding.  Submit written proposals to: Lincoln County School District No. 1, ATTN: Kim Zuniga, 11 Adaville Drive, Diamondville, WY 83116 Sealed proposals shall be marked “Canyon Elementary School Window Replacement” and shall state the name of the company bidding on the outside of the envelope.  Proposals must be received by the 8th day of May, 2025 at 10:00 a.m.  Proposals will not be accepted after this date and time.  Proposals will be read aloud at that date and time.

PUBLIC NOTICE

  1. Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules, notice is hereby given that a public hearing is scheduled regarding Rocky Mountain Power’s (RMP or the Company) request for authority to reduce the Carbon Capture Compliance Charge (Schedule 198). The public hearing is set to commence on Thursday, May 1, 2025, at 9:00 a.m., in the Commission’s hearing room located at 2515 Warren Avenue, Suite 300, in Cheyenne, Wyoming.
  2. RMP is a division of PacifiCorp, an Oregon corporation, engaged in the business of supplying electric utility service to customers throughout its six-state service territory, including Wyoming. RMP is a public utility, subject to the Commission’s jurisdiction. Wyo. Stat. §§ 37-l-101(a)(vi)(C) and 37-2-112.
  3. On October 1, 2024, RMP filed an Application requesting authority to reduce the Carbon Capture Compliance Charge (Schedule 198) from 0.30% to 0.12% per month, and find that the costs incurred from 2022 through August 2024, pursuant to Wyoming Statutes §§ 37-18-101 and 37-18-102, and the Commission’s rules regarding low-carbon portfolio standards (collectively, HB 200 requirements) were prudently incurred. RMP has requested an effective date of January 1, 2025.
  4. Wyoming Industrial Energy Consumers (WIEC) and the Office of the Consumer Advocate (OCA) petitioned to intervene in this matter, which the Commission granted by Order issued on November 26, 2024.

Public Notice

Kemmerer Operations, LLC of Kemmerer, Wyoming, Permit No. 379-TlO, has applied for Phase I Bond Release from the Land Quality Division of the Department of Environmental Quality for the State of Wyoming. This permit was originally approved on August 7, 1975. The current permit is 379-TlO and was approved February 28, 2022. The coal mining permit area is located in all or portions of: Township 21 North, Range 116 West, Township 21 North, Range 117 West, Township 20 North, Range 117 West, Township 19 North, Range 117 West, and Township 20 North, Range 117 West, 6th P.M. Lincoln County, Wyoming. The Kemmerer Mine is located approximately six miles to the southwest of the town of Kemmerer. This area can be found on the Kemmerer III and IV, Elkol, and Warfield Creek USGS quadrangle maps. The parcels to be released from bond are located in Section 18 & Section 19, 21N 116W, Lincoln County Wyoming. This bond release request includes ±107 Acres. This request is for Phase I Bond Release under Category Five lands. The total amount represented by this bond release request is $227,011.00. This reclamation was performed from 2022 until 2024. The topsoil applied to the area meets permitted depth requirements.

Information regarding the mining operation, reclamation procedures and area proposed for release may be viewed in the Office of the Land Quality Division of the Department of Environmental Quality in Cheyenne and Lander, Wyoming, and the mine office of Kemmerer Operations, LLC in Kemmerer, Wyoming. Written objections to the proposed bond release request must be received by the Administrator of the Land Quality Division, Department of Environmental Quality, 200 W. 17th Street, Suite 10, Cheyenne, WY 82002, before the close of business on the 15th of May 2025. Objections may also be submitted by the same deadline via the Land Quality Division’s electronic comment portal at http://lq.wyomingdeq.commentinput.com/. If written objections are filed, and a public hearing is requested, the Environmental Quality Council (Council) shall hold a public hearing within sixty (60) days after the final date for filing objections unless a different period is stipulated to by all parties. The Council shall publish notice of the time, date and location of the hearing in a newspaper of general circulation in the locality of the proposed operation once a week for two (2) consecutive weeks immediately prior to the hearing. The hearing shall be conducted as a contested case in accordance with the Wyoming Administrative Procedure Act (W.S. §16-3-101 through §16-3-115), with a right of judicial review as provided in that act. Without prejudice to the objector or applicant’s right to a hearing before the Council, the Administrator may hold an informal conference to resolve written objections after notification to all parties. The Administrator shall make a record of the conference unless waived by all parties, which shall be accessible to all parties. The Administrator shall furnish all parties of the conference with a written finding of the Division based on the conference, and the reasons for the finding.
