PLEASE TAKE NOTICE that Michael Lowe and Trina Lowe for and on behalf of their minor child, Braxton Christopher Bookhout, have filed a Petition for Change of Name in the District Court for the Third Judicial District of the State of Wyoming, in and for Lincoln County, to change the name of their minor child from Braxton Christopher Bookhout to Braxton Christopher Lowe.
Any person objecting to the Petition for Change of Name must file such written objection with the above-named Court on or before seven (7) days following the last publication of this Notice, or an Order will be entered changing the name Braxton Christopher Bookhout to Braxton Christopher Lowe.

CITY COUNCIL MEETING MINUTES
November 27, 2023
The Kemmerer City Council met in regular session this 27th day of November, 2023, at 7 p.m. in the City Council Chambers, City Hall, Kemmerer, Wyoming. The Pledge of Allegiance was recited. Present on roll call were Mayor William Thek, Councilmember Marlin Batista, Councilmember Robert Bowen, Councilmember Bill Price, Councilmember Mark Quinn, and Councilmember Jamie Thornock.
Motion was made by Councilmember Quinn to excuse the absence of Councilmember Hicks; seconded by Councilmember Price and unanimously approved by council present.
Motion was made by Councilmember Bowen to approve the agenda as amended correcting Tabled Business (a) to the 2nd Reading of Ordinance No 2023-882 and correcting Tabled Business (b) to the 2nd Reading Ordinance No. 2023-883; seconded by Councilmember Thornock and unanimously approved by council present.

Motion was made by Councilmember Thornock to approve the items on the consent agenda as presented; seconded by Councilmember Quinn and unanimously approved by council present. Those items were:

(a) Motion was made by Councilmember Bowen to remove from the table Business Item (a); seconded by Councilmember Thornock and unanimously approved by council present.
No motion was made to Pass on 2nd Reading Ordinance No. 2023 882, Amending Section 22-25, Maintenance for recoupment of costs for fixing frozen water lines. Item died.
(b) Motion was made by Councilmember Bowen to remove from the table Business Item (b); seconded by Councilmember Price and unanimously approved by council present.
No motion was made to Pass on 2nd Reading Ordinance No. 2023 883, Amending Section 18-19 Service Lines — Property Owner Responsibility for Cost of Installation, Maintenance, Etc. for recoupment of costs for fixing frozen sewer lines. Item died.
(c) Motion was made by Councilmember Bowen to remove from the table Business Item (c); seconded by Councilmember Quinn and unanimously approved by council present.
No motion was made to authorize the mayor to sign the purchase and sale agreement for 823 Pine (Old Kemmerer Hotel). Item died.
NEW BUSINESS:
(a) Motion was made by Councilmember Price to authorize the mayor to sign the Training and Consulting Services Contract for Administrative Support; seconded by Councilmember Thornock and unanimously approved by council present.
COMMENTS:
City Administrator, Brian Muir, made comments. Councilmember Thornock, Councilmember Price and Councilmember Bowen made comments. Mayor Thek made comments.
There being no further business before the Council, Councilmember Bowen made a motion to adjourn the meeting; seconded by Councilmember Quinn and unanimously approved by council present; 7:52 p.m.

AND FINAL SETTLEMENT FOR HIGHWAY WORK
Notice is hereby given that the Wyoming Department of Transportation has accepted as completed according to plans, specifications and rules governing the same work performed under that certain contract between the State of Wyoming and H-K Contractors, The Contractor, on Highway Project Number N103110 in Lincoln County, consisting of bituminous pavement surfacing, traffic control, milling, chip seal, and miscellaneous work, and the Contractor is entitled to final settlement therefore; that the Director of the Department of Transportation will cause said Contractor to be paid the full amount due him under said contract on January 22, 2024.

FORECLOSURE SALE NOTICE
WHEREAS, default in the payment of principal and interest has occurred under the terms of a Promissory Note (the “Note”) dated May 31, 2022, executed and delivered by Jordan G. WHEREAS, the Mortgage contains a power of sale which by reason of said default, the Mortgagee declares to have become operative, and no suit or proceeding has been instituted at law to recover the debt secured by the Mortgage, or any part thereof, nor has any such suit or proceeding been instituted and the same discontinued; and
WHEREAS, written notice of intent to foreclose the Mortgage by advertisement and sale has been served upon the record owner and the party in possession of the mortgaged premises at least ten (10) days prior to the commencement of this publication, and the amount due upon the Mortgage as of December 4, 2023 being the total sum of $70,332.62, plus interest, costs expended, late charges, and attorneys’ fees accruing thereafter through the date of sale;

Together with all improvements thereon situate and all fixtures and appurtenances thereto.
Mortgagee shall have the exclusive right to rescind the foreclosure sale during the redemption period. In the event that the sale is rescinded or vacated for any reason, the successful purchaser shall only be entitled to a refund of their purchase price and/or statutory interest rate.
