You are notified that the State of Wyoming, Lincoln County Attorney, by and through Kelly Blue, Deputy Lincoln County Attorney, has filed a Neglect Petition in the interest of E.R.H.N. numbered Juvenile Action No. JV-2022-5, in the Wyoming District Court for the Third Judicial District, whose address is 925 Sage, Kemmerer, Wyoming 83101, and that the Respondent has been adjudicated to have neglected the minor child and the minor child has been removed from the home. 

Pursuant to Wyoming Statute §14-3-412(d) and 14-3-413(d) and (e), you, as a noncustodial parent who has not had parental rights to the child removed by a court, and who is not alleged in the petition to have abused or neglected the child, are hereby given notice:

(1) that you are named as the father in the petition;

(2) You must respond within sixty (60) days of notice regarding the proceeding;

(3) Failure to respond to this notice, appear at hearings or participate in the case may result in the termination of your parental rights; and

(4) You may be considered as a possible placement for the child.

(5) A noncustodial parent served with notice of the child protective proceeding shall; (1) Respond and appear as required by this section and W.S. 14-3-414 and 14-3-415; (2) Admit or deny that he is the noncustodial parent of the child; (3) Submit to the jurisdiction of the court; and (4) Provide information to the court and abide by any order as required by the court.

The State has been unable to locate and serve you with notice and pursuant to W.S. 14-3-414(f), constructive service is being made by publication as provided in the Wyoming Rules of Civil Procedure, Rule 4(k).

CITY COUNCIL MEETING MINUTES

October 9, 2023

The Kemmerer City Council met in regular session this 9th day of October, 2023, at 7 p.m. in the City Council Chambers, City Hall, Kemmerer, Wyoming. The Pledge of Allegiance was recited. Present on roll call were Mayor William Thek, Councilmember Marlin Batista, Councilmember Robert Bowen, Councilmember Dale Hicks, Councilmember Mark Quinn Councilmember Bill Price and Councilmember Jamie Thornock.

Motion was made by Councilmember Thornock to approve the agenda as amended; seconded by Councilmember Hicks and unanimously approved by council.

VISITORS’ COMMENTS:

Shane Stoddard made comments to the council.

CONSENT AGENDA:

Motion was made by Councilmember Hicks to approve the items on the consent agenda as amended; seconded by Councilmember Price and unanimously approved by council. Those items were:

OLD BUSINESS:

(a) Motion was made by Councilmember Bowen to Pass on 2nd Reading, Ordinance No. 2023-881, Amending Section 19-9, Permit – Application; Approved Application Becomes Permit; Permit Fee; seconded by Councilmember Hicks and unanimously approved by council.

NEW BUSINESS:

(a) Motion was made by Councilmember Bowen to authorize the mayor to sign the purchase and sale agreement along with the quit claim deed for the city property adjacent to Quality Plaza on Pine Avenue in an amount of $460 and reimburse the appraisal fee of $300 for a total of $760; seconded by Councilmember Batista and unanimously approved by council.

COMMENTS:

City Administrator, Brian Muir, made comments. Councilmember Batista, Councilmember Thornock, Councilmember Quinn, Councilmember Price and Councilmember Bowen made comments. Mayor Thek made comments.

There being no further business before the Council, Councilmember Hicks made a motion to adjourn the meeting; seconded by Councilmember Thornock and unanimously approved by council present; 7:29 p.m.
