The Wyoming Public Service Commission (Commission) has authorized Questar Gas Company d/b/a Dominion Energy Wyoming (Dominion or the Company) to pass-on to its customers a wholesale gas cost decrease of $0.09147 per dekatherm (Dth), effective October 1, 2019. This approval is subject to notice, protest, investigation, opportunity for hearing, change, refund, and such other orders as the Commission may deem appropriate.

A typical Dominion residential customer using an average of 90 Dth per year will see a net annual decrease of approximately $8.24, or 1.14%. Actual bills will vary with usage.

Pursuant to Commission Rule Chapter 3, Section 26, a utility may apply to pass on to its customers known or prospective wholesale commodity cost increases or decreases on a dollar-for-dollar basis and subject to public notice, opportunity for hearing, and refund.

The Application is on file at the Commission’s offices in Cheyenne, Wyoming, and any interested person may inspect the Application during regular business hours or online at: http://psc.wyo.gov/.

PUBLIC NOTICE

The Wyoming Public Service Commission (Commission) approved the Application of Questar Gas Company d/b/a Dominion Energy Wyoming (Dominion Energy or Company) for authority to adjust the amortization of the Conservation Enabling Tariff (CET) deferred account balance, which will appear on customer bills as an adjustment to the non-gas cost portion of the Company’s Wyoming General Service (GS) rates.

In the GS rate, the current CET surcharge is $0.05474 per dekatherm (Dth) for Block 1 (monthly usage up to 45 Dth) and $0.04869 per Dth for Block 2 (monthly usage above 45 Dth). In its Application, Dominion Energy represented that the CET accrual as of July 2019 ended in an under-collected balance of $566,573.19. In this filing, Dominion Energy proposes to implement a CET surcharge of $0.16102 per Dth for Block 1 and $0.14322 per Dth for Block 2. The net effect is an increase to the current GS rates. Exhibit 1.4 to the Application provides that a residential GS customer using 90 Dth annually will experience an increase of $9.57 annually, or 1.32% or an increase of $725.43 annually under current rates to $735.00 under the proposed rates.

PUBLIC NOTICE

Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules, notice is hereby given of the Application of Rocky Mountain Power (RMP or the Company) for authority to revise Section II. of Rule 6, as more fully described below.

RMP is a public utility as defined in Wyo. Stat. § 37-1-101(a)(vi)(C), subject to the Commission’s jurisdiction pursuant to Wyo. Stat. § 37-2-112.

RMP filed its Application on September 12, 2019, requesting authority to revise Section II. of Rule 6 (Company’s Installation) to include a new option for customers to receive single phase 240/480 volt (240/480V) secondary service. According to RMP, approximately forty percent of its distribution lines are constructed as single phase power and the lack of three phase supply can create challenges for customers with equipment that requires three phase service. In particular, electric motors (typically used for irrigation, sewage lift stations, mine ventilation, etc.) have limited commercial availability in single phase ratings above 7.5 horsepower.

RMP states that the cost to extend three phase primary lines ranges from $60,000 to $150,000 per mile and approval of the Company’s proposal would reduce costs to provide this particular electrical service to the number of commercial applications that will benefit from the 240/480V option. RMP states that providing the service will have very little impact to the Company’s current construction standards, practices and inventory requirements.

This is not a complete description of the Application. Interested persons may inspect the Application at RMP’s business offices throughout Wyoming and at the Commission’s offices in Cheyenne, Wyoming, during regular business hours.

COKEVILLE WATERSHED IMPROVEMENT DISTRICT

 TRI DIVERSION STRUCTURE

ADVERTISEMENT FOR BIDS

Sealed Bids for the construction of the Cokeville Watershed Improvement District Tri Diversion Structure will be received by the Cokeville Watershed Improvement District at the office of the District, 110 Pine St., Cokeville, WY 83114 until 10:00 a.m. local time on November 13, 2019, at which time the Bids received will be “publicly” opened and read. The Project consists of repairs and modifications to an existing structure as detailed in the Drawings and Specifications.

The Issuing Office for the Bidding Documents is: Sunrise Engineering, Inc., 47 E. 4th Ave., Afton, WY  83110. CITY COUNCIL PROCEEDINGS

The Kemmerer City Council met in regular session this 23rd day of September, 2019, at 7 p.m. in the City Council Chambers, City Hall, Kemmerer, Wyoming.  The Pledge of Allegiance was recited.

Present on roll call were Mayor Anthony Tomassi, Councilman Robert Bowen, Councilman Vance Chamberlain, Councilman David Crosland, Councilman Dave McGinnis, and Councilman Mark Quinn.  Councilman Eric Rudy was absent.

Motion was made by Councilman Quinn to excuse the absence of Councilman Rudy; seconded by Councilman Bowen.  The Mayor then called for the question.  Those voting “Yea” – Councilman Bowen, Councilman Chamberlain, and Councilman Quinn.  Those voting “Nay” – Mayor Tomassi, Councilman Crosland, and Councilman McGinnis.  Motion died.

Motion was made by Councilman Bowen to approve the agenda for September 23, 2019, as amended with the addition of new business item (g) Caboose Moving Service Agreement, new business item (h) County Subdivision Proposal, and striking from consent agenda Wagner and Wagner Invoice 203151; seconded by Councilman McGinnis and unanimously approved by Council present.

(a) Motion was made by Councilman Bowen to authorize the mayor to sign an addendum to the March 27, 2017 agreement with Thomas and Corina Crank; seconded by Councilman Quinn and unanimously approved by Council present.

(b) Motion was made by Councilman Bowen to award the Engineering Services Proposal of the Lincoln Heights Drive Rehabilitation project to Crank Companies, Inc.; seconded by Councilman Chamberlain.  After a brief discussion, Councilman Bowen amended his motion to table the Engineering Services Proposal of the Lincoln Heights Drive Rehabilitation project to Crank Companies, Inc. until the October 14, 2019 council meeting; seconded by Councilman McGinnis and unanimously approved by Council present.

(c) No action was taken on this item.

(d) Motion was made by Council Quinn to accept the resignation of Councilman McGinnis effective October 1, 2019; seconded by Councilman Bowen and unanimously approved by Council present.

(e) Motion was made by Councilman Bowen to declare a vacancy in Ward #2 and direct staff to move forward with advertising the vacancy with an application deadline of October 28, 2019; seconded by Councilman McGinnis and unanimously approved by Council present.

(f) Councilman McGinnis nominated Robert Bowen as the President of the Governing Body; seconded by Councilman Quinn and unanimously approved by Council present.

(g) Motion was made by Councilman Bowen to authorize the mayor to sign the service agreement with WM Services to move the caboose from Archie Neil Park; seconded by Councilman Quinn and unanimously approved by Council present.

(h) Motion was made by Councilman Bowen to move to allow the City Administrator to set forth the city’s position on the county subdivision (Crosland Subdivision) based on prior  requested conditions; seconded by Councilman Quinn.

Councilman Crosland recused himself from the meeting; 7:53 p.m.

The mayor then called for the question with the motion being approved unanimously by the Council present.

Councilman Crosland rejoined the meeting; 8:01 p.m.

Which Mortgage was on July 25, 2012, duly recorded in Book 790 at Page 161, Instrument

No. 965721 of the Mortgage Deed Records, in the office of the County Clerk and Ex-Officio Register of Deeds of Lincoln County, Wyoming; and

WHEREAS, a default in said Mortgage has occurred by reason of the failure of the Mortgagor, Doyle J. Simpson to pay the principal and interest due thereon when the same became due and payable, and said Mortgagee has exercised its option to declare the debt secured thereby to be due and payable in full, and is now proceed according to law to advertise and sell said property to satisfy the same; and

WHEREAS, the Mortgagee has given proper notice of its intention to foreclose pursuant to Section 34-4-104 of the Wyoming Statutes 2017. 

NOW THEREFORE, NOTICE IS HEREBY GIVEN that the above described real estate will be offered for sale and sold by the Sheriff of Lincoln County, Wyoming, or his deputy, to the highest bidder, for cash at public venue at the front door of the Courthouse in Kemmerer, Wyoming, at the hour of 10:00 a.m. on Tuesday, November 5, 2019, that the principal and balance due and owing at the time of this notice is Three Hundred Thirty-Four Thousand Four Hundred Thirty-Four and Sixty-Eight Cents ($334,434.68), plus ongoing interest, late fees, expenses and attorneys fees, together with costs of this foreclosure action.

NOTICE IS FURTHER HEREBY GIVEN that the sale date may be postponed, from time to time, and in any event, said sale will not take place unless a representative of the above named Mortgagee is present. 

The property being foreclosed upon may be subject to other liens and encumbrances that will not be extinguished at the sale and any prospective purchaser should research the status of title before submitting the bid.
