Notice is hereby given that the State Transportation Commission of Wyoming has accepted as completed according to plans, specifications and rules governing the same work performed under that certain contract between the State of Wyoming, acting through said Commission, and HK Contractors, The Contractor, on Highway Project Number B213015 in Lincoln and Sublette Counties, consisting of chip sealing and miscellaneous work, and the Contractor is entitled to final settlement therefore; that the Director of the Department of Transportation will cause said Contractor to be paid the full amount due him under said contract on December 19, 2022.

PUBLIC NOTICE
The Wyoming Public Service Commission (Commission) approved the Application of Questar Gas Company d/b/a Dominion Energy Wyoming to pass on to its customers a wholesale gas cost increase of $0.60580 per dekatherm (Dth), effective July 1, 2022. The rate is applicable to the Company’s approximately 28,058 firm retail rate class customers in Wyoming. The Commission’s approval is subject to notice, protest, intervention, refund, change, further investigation, opportunity for hearing, and further order of the Commission.
The proposed gas cost rate results in an annual increase of approximately $54.51 or 5.90% for General Service customers who use an average of 90 Dth during July 2022-June 2023 and results in a projected increase in the Company’s revenues of approximately $2,251,783, without any effect on the Company’s earnings.
Commission Rule Chapter 3, Section 26 allows a utility to pass on to its customers known or projected commodity cost increases or decreases on a dollar-for-dollar basis, subject to public notice, opportunity for hearing and refund.

Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Conm1ission's (Commission) Rules, notice is hereby given of the Application of Questar Gas Company d/b/a Dominion Energy Wyoming (Dominion or the Company), for approval of its 2023 year budget for Energy Efficiency Programs.
1. Dominion is a public utility subject to the Commission's jurisdiction. (Wyo. Stat. §§ 37-1-!0l(a)(vi)(D) and 37-2-112).
2. On October 31, 2022, Dominion submitted its Application requesting approval or its 2023 year budget and modifications to the Therm Wise® Energy Eflicicncy Programs pursuant to Wyoming Statute § 37-2-121, Commission Rule Chapter 3, Section 21, and the Commission's Order issued on February 6, 2013, in Docket No. 30010-119-GT- l 2 (Record No. 13321).
3. Dominion proposes continuing the five existing Therm Wise® Energy Efficiency Programs (Programs): [i] Appliance Rebates Program; [ii] Builder Rebates Program: [iii] Business Rebates Program; [iv] Home Energy Plan Program; and [v] Weatherization Rebates Program.
4. In addition to making minor tariff language changes to improve accuracy in each of the Therm Wise® Programs, the Company proposes 2023 additions of: certain rebate-qualifying equipment, including additional new tiers of rebate-qualifying smart thermostats and duel-firing heating systems.
5. Dominion projects the total 2023 budget for the Programs and Market Transformation Initiative to be $154,674, a decrease of 8% from the 2022 budget. Dominion states the proposed budget decrease is primarily due to lower forecasted 2023 participation in the Appliance, Builder, m1d Business programs than were projected in 2022. The Company projects a total natural gas savings of 5,746 Dth per year, 8% below its projected 2022 natural gas savings estimates.

NOTICE AND ORDER SETTING PUBLIC HEARING
Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules, notice is hereby given that a public hearing is scheduled regarding Rocky Mountain Power’s (RMP or the Company) Application for authority to increase rates to recover deferred Net Power Costs (NPC) under Tariff Schedule 95; and to decrease rates pursuant to Tariff Schedule 93, Renewable Energy Credits (RECs) and Sulfur Dioxide (SO2) emission allowances. The public hearing is set to commence on Monday, November 30, 2022, at 9:00 a.m., in the Commission’s hearing room located at 2515 Warren Avenue, Suite 300, in Cheyenne, Wyoming.
2. RMP is a division of PacifiCorp, an Oregon corporation, engaged in the business of supplying electric utility service to customers throughout its six-state service territory, including Wyoming. RMP is a public utility subject to the Commission’s jurisdiction. (Wyo. Stat. §§ 37-1-101(a)(vi)(C), 37-2-112).
3. On April 15, 2022, the Company submitted an Application requesting authority to revise rates pursuant to two different rate schedules: [i] its Energy Cost Adjustment Mechanism (ECAM) Tariff Schedule 95, requesting authority to collect approximately 25.9 million in deferred NPC; and, [ii] its REC and SO2 revenue adjustment mechanism (RRA) Tariff Schedule 93, requesting authority to refund approximately $2.7 million to customers to reflect the sale of RECs and SO2 emission allowances. The total Energy Cost Adjustment Mechanism (ECAM) deferral from calendar year 2021 is a charge consisting of the following: [i] deferred ECAM costs of $25.8 million after the applicable percent sharing band; [ii] accrued interest of approximately $0.6 million; and [iii] a credit of approximately $0.6 million to true-up revenues from the 2020 ECAM (Docket No. 20000-582-EM-20); and, the 2021 ECAM (Docket No. 20000-599-EM-21). The Company proposes to collect the deferral balance of $25.9 million over a 12-month period beginning July 1, 2022. The Company requested interim approval of the proposed net increase, effective July 1, 2022, subject to further review.
4. The following table summarizes the proposed price changes by tariff rate schedule. Within each rate schedule, the percentage change to individual customers may be higher or lower than the average due to rate design, customer load factors, and usage characteristics. The combined effect of the 2022 RRA and ECAM in this Application represents an overall proposed rate decrease of approximately $26.3 million or approximately 4.0 percent.

The Wyoming Public Service Commission (Commission) approved the Application of Questar Gas Company d/b/a Dominion Energy Wyoming (Dominion Energy or Company) for authority to adjust the amortization of the Conservation Enabling Tariff (CET) account balance, which will appear on customer bills as an adjustment to the non-gas cost portion of the Company’s Wyoming General Service (GS) rates. The Commission’s approval is subject to notice, protest, intervention, refund, change, further investigation, opportunity for hearing and further order of the Commission.
In this filing, Dominion Energy proposes to implement a CET rate reduction of ($0.02327) per Dth for Block 1 and ($0.02104) per Dth for Block 2. These rates represent a decreased surcharge from the currently effective rates; the net effect is a decrease to the current GS rates. A residential GS customer using an average of 90 Dth annually will experience a decrease of $15.51 annually.
