On Tuesday, Dec.12, the Kemmerer-Diamondville Joint Powers Board and staff said farewell to Chairman Truman Julian as he presided over his last meeting. Truman Julian was appointed to the Board by the City of Kemmerer in January of 2006 and has served as Chairman for most of his time on the Board.
