FINAL SETTLEMENT FOR HIGHWAY WORK
Notice is hereby given that the State Transportation Commission of Wyoming has accepted as completed according to plans, specifications and rules governing the same work performed under that certain contract between the State of Wyoming, acting through said Commission, and Avail Valley Construction-WY, LLC, The Contractor, on Highway Project Number PEG3A25 in Lincoln County, consisting of crushing and stockpiling of crushed surfacing material, salt mixing of designated stockpiles and miscellaneous work, and the Contractor is entitled to final settlement therefore; that the Director of the Department of Transportation will cause said Contractor to be paid the full amount due him under said contract on September 27, 2021.

Pursuant to provisions of the Wyoming Industrial Development Information and Siting Act and Siting Rules and Regulations, Notice is hereby given that Broad Reach Power LLC., filed an application with the Wyoming Industrial Siting Council for construction of a solar project, Lincoln Solar 1, located near Cokeville, in Lincoln County. The applicant proposes to construct a solar energy facility to produce up to 80 megawatts of energy. The project components include photo-voltaic panels, racking, wiring, inverter units, collector system, substation, metering and control house. The project is located on 430 acres near the town of Cokeville, on private land in Lincoln County. No federally managed lands are located within the project area. The 20-month construction schedule is anticipated to commence in March 2022 and be completed in December 2023. Construction manpower is anticipated to peak at 250 workers during July 2022. Notice of Hearing
Pursuant to W. S. 16-3-107, Notice is hereby given that the Wyoming Industrial Siting Council will conduct a contested case hearing on the Application for a Permit for the Lincoln Solar Project at 8:30 A.M. on October 18-19, 2021 at the Roundhouse, 1500 Main Street, Evanston, WY. The Council will consider the applicant’s request for a Permit pursuant to the provisions of the Industrial Development Information and Siting Act (W. S. 35-12-101 et. seq.) and the Rules and Regulations adopted thereunder. Persons eligible pursuant to W. S. 35-12-111 and wishing to participate must notify the Industrial Siting Council in writing by September 28, 2021 and participate in the pre-hearing virtual meeting on October 7, 2021 at https://attendee.gotowebinar.com/register/8753818316269084176.
You must register for the virtual hearing. Persons desiring to make a limited appearance statement only may submit a written statement as provided by W. S. 35-12-111(c).

PUBLIC NOTICE
In accordance with Section18-5-306 (a) of Wyoming Statutes, 2017 Real Estate Subdivision Act, RMR New Frontier, LLC intends to divide a portion of the E½E½ of Section 11 and the W½W½ of Section 12 of T21N, R116W, Lincoln County, Wyoming. The proposed subdivision is directly west and abuts the South Lincoln Training and Events Center parcel of the City of Kemmerer and is accessed from Wyoming State Highway 233. The subdivision will include two (2) residential lots encompassing an area of 48 ± acres with the average lots size of 24 ± acres.

CITY COUNCIL MEETING MINUTES
July 26, 2021
The Kemmerer City Council met in regular session this 26th day of July, 2021, at 7 p.m. in the City Council Chambers, City Hall, Kemmerer, Wyoming. The Pledge of Allegiance was recited. Present on roll call were Mayor William Thek, Councilman Robert Bowen, Councilman Dale Hicks, Councilman Bill Price, Councilman Eric Rudy, and Councilwoman Jamie Thornock. Councilman Mark Quinn was absent.
Motion was made by Councilman Price to excuse the absence of Councilman Quinn; seconded by Councilman Hicks and unanimously approved by Council present.
Motion was made by Councilman Bowen to approve the agenda as amended to include New Business Item (c) Change Order for Viviano’s Concrete for the JC Penney Statue and memorial stone placement and New Business Item (d) Amendment to the Contract for the 26-acre Millar Property; seconded by Councilman Hicks and unanimously approved by Council present.
VISITOR’S COMMENTS AND PETITIONS:
Dennis Oden with the South Lincoln County Historical Society made comments to the Council. Judy Hacklin, Jenee Rudy, and Mary Ann Putnam made comments.

OLD BUSINESS:
(a) Motion was made by Councilman Bowen to Pass, Approve and Adopt Ordinance No. 2021 868, An Ordinance Establishing the Kemmerer JC Penney Contribution Fund and Establishing Use of the Fund as amended; seconded by Councilman Hicks and unanimously approved by Council present.
NEW BUSINESS:
(a) Motion was made Councilman Bowen to authorize the mayor to sign the Forest Service Contract for SLTEC; seconded by Councilman Hicks and unanimously approved by Council present.
(b) Motion was made by Councilman Hicks to authorize the mayor to sign the Kemmerer Airport Rescue Grant Program (ARGP) application; seconded by Councilman Rudy an unanimously approved by Council present.
(c) Motion was made by Councilman Bowen to authorize the change order by Viviano’s Concrete in the amount not to exceed $1,900 for the J.C. Penney statue placement and the movement of the Kemmerer Memorial Rock; seconded by Councilman Rudy an unanimously approved by Council present.
(d) Motion was made by Councilman Bowen to authorize the mayor to sign the option to purchase contract for the 26-acre Millar property as amended in paragraph 15 to identify who the parties are and includes any assigns and/or heirs to the party; seconded by Councilman Hicks and unanimously approved by Council present.
COMMENTS:
City Administrator, Brian Muir, made comments. Councilman Rudy, Councilwoman Thornock, and Councilman Price made comments. Mayor Thek made comments.
There being no further business before the Council, Councilwoman Thornock made a motion to adjourn the meeting; seconded by Councilman Price and unanimously approved by Council present; 7:44 p.m.
