Notice is hereby given that Lincoln County Board of County Commissioners are requesting bids for the Hams Fork Parking Lot – Vaulted Toilet consisting of the following items:
Contractor shall construct, excavate, deliver, and install a single precast concrete vault restroom, consistent with Federal GSA standards, at the Hams Fork Parking Lot approximately 30 miles north of Kemmerer, Wyoming. Lat -110º39’51” Long 42º05’32”.
Successful Contractor will be required to furnish all supervision, technical, personnel, labor, materials, machinery, tools, equipment, and services, including utility and transportation services to perform and complete all applications on all specified roads as defined in the bid documents.

Sealed Bids will be received at the Kemmerer Planning & Engineering Office, 925 Sage Ave, Suite 201, Kemmerer, Wyoming, 83101 until 4:00 P.M. local time, Thursday, May 27, 2021 Bids should be marked on the outside “Hams Fork Parking Lot – Vaulted Toilet” with the name and address of the bidder. Amy Butler, County Engineer, is the primary contact for this project (307-877-2104).
Public opening of the bids will be on Thursday, May 27, 2021 at 4:00 P.M. located at the Lincoln County Planning & Engineering Office, 925 Sage Ave, Suite 201, Kemmerer, Wyoming. Bidders are welcome to attend.
This project is partially funded using State Grant Funds. Therefore, all State Requirements associated with the use of these funds must be followed for this project.
All bids must be accompanied by either a certified check, cashier’s check drawn on an acceptable bank, or an acceptable BID BOND, executed by an approved Surety Company, in an amount not less than five percent (5%) of the total sum of the bid. The check or bond shall be made payable to Lincoln County and shall be forfeited as liquidated damages if the bidder, upon the letting of the contract to him, fails to enter into the contract within thirty (30) days after it is presented to him for that purpose or fails to proceed with the performance of the contract in a timely manner.
All projects over $50,000.00 shall be bonded therefore the successful bidder shall provide a 100% performance and payment bond. All projects over $7,500.00 or less than $50,000.00 requires a form of guarantee as approved by the County
The Board of the County Commissioners of Lincoln County hereby notifies all bidders that minority business enterprises will be afforded full opportunity to submit bids in response to the invitation and will not be discriminated against on the grounds of race, color, sex, creed, or national origin.
Lincoln County reserves the right to accept or reject any items or all items, any part or all parts, any section or all sections, any bid or all bids as stated in the specifications to waive any irregularities or informalities, or to re-bid or re-advertise for bids if it is determined to be necessary or desirable and reserve the right to let the bid in any manner it sees fit.

City Council Meeting Minutes
The Kemmerer City Council met in regular session this 12th day of April, 2021, at 7:00 p.m. in the City Council Chambers, City Hall, Kemmerer, Wyoming. The Pledge of Allegiance was recited. Present on roll call were Mayor Bill Thek, Councilman Dale Hicks, Councilman Bill Price, and Councilwoman Jamie Thornock. Councilman Robert Bowen, Councilman Mark Quinn, and Councilman Eric Rudy were absent.
Motion was made by Councilwoman Thornock to excuse the absence of Councilman Bowen, Councilman Quinn and Councilman Rudy; seconded by Councilman Hicks and unanimously approved by Council present.
Motion was made by Councilman Hicks to approve the agenda for April 12, 2021, as amended to include an Executive Session to discuss property; seconded by Councilwoman Thornock and unanimously approved by Council present.
VISITOR’S COMMENTS AND PETITIONS:
Barb Aimone made comments to the council regarding a Poverty Alleviation Program that will be in Kemmerer on May 15, 2021, from 9:00 a.m. – 1:00 p.m. at the South Lincoln Training and Event Center.

(a) Motion was made by Councilman Hicks to Pass, Approve and Adopt Ordinance No. 2021 865, Changes to Section 22-26 of the Kemmerer City Code, Disconnecting Service from Premises; seconded by Councilman Price and unanimously approved by Council present.
NEW BUSINESS:
(a) Motion was made by Councilman Hicks to renew the City’s property and casualty insurance with Teagler Associates for FY 21-22 in the amount not to exceed $31,609; seconded by Councilwoman Thornock and unanimously approved by Council present.
(b) Motion was made by Councilwoman Thornock to table the placement of the J.C. Penney statue; seconded by Councilman Price and unanimously approved by Council present.
(c) Motion was made by Councilman Price to authorize staff to submit a letter of interest to WYDOT for FY 2021-2022 Salt & Sand Project in an amount not to exceed $10,000; seconded by Councilman Hicks and unanimously approved by Council present.
(d) Motion was made by Councilman Hicks to Pass, Approve and Adopt Resolution 2021 785, Longevity Award Resolution; seconded by Councilwoman Thornock and unanimously approved by Council present.
(e) Mayor Thek read the Mayor’s Proclamation proclaiming April 2021, as Child Abuse Awareness and Prevention Month.

Furnishing materials, equipment and labor for the 2021-2023 Weed Mitigation Program.
Specifications are on file at the City Manager’s Office, Kemmerer, Wyoming 83101.
A Pre-Bid Conference will be held in the conference room of the Kemmerer City Hall on Wednesday May 12th, 2021 @ 9:00 A.M. Arrangements may be made with the City Administrator Brian Muir to participate in this pre-bid conference via telephone by calling Brian by May 11th 2021 at 307-466-3128.
Sealed bids will be received until 5:00 pm on Tuesday, May 18th, 2021. All bids shall be filed with the City Clerk/Treasurer’s office, City Hall, Kemmerer, Wyoming. The notification of award will be Tuesday, May 25, 2021.
A certified check or bid bond in the sum of two percent (2%) of the amount of any bid must be filed with said bid to be forfeited to the City of Kemmerer as liquidated damages if the bidder is awarded the contract and fails to enter into a contract with the City of Kemmerer within ten (10) days after notification of award.
