Public Notice Abandoned Vehicle

Notice of sale of abandoned vehicle in regard to a 2007 Jeep Compass, 1J8FF47W27D355550, silver, temporary permit from Utah.  The vehicle was abandoned on or about 11/29/2018.  Eric Wagner has applied for a title from the Lincoln County Clerk's Office.  Last owner of record is Maria E. Baltodano and Jesus Flores Bustamante.  An auction/sale will be held on February 26, 2020 at 10:00 am. at Wagner Service, 1005 Pine Ave., Kemmerer, WY.  A minimum bid of $4,540 is being required to cover the cost of expenses for removal, storage, custody, preservation, sale of vehicle, repairs & servicing.

CITY COUNCIL PROCEEDINGS

The Kemmerer City Council met in regular session this 27th day or January 2020, at 7 p.m. in the City Council Chambers, City Hall, Kemmerer, Wyoming.  The Pledge of Allegiance was recited.  Present on roll call were Mayor Anthony Tomassi, Councilman John Sawaya, Councilman Mark Quinn.  Absent was Councilman Eric Rudy. Councilman Robert Bowen was present by phone call.

Motion was made by Councilman Quinn to excuse the absence of Councilman Rudy, seconded by Councilman Sawaya and unanimously approved by Council present.

Motion was made by Councilman Quinn to approve the agenda of January 27, 2020 as amended; seconded by Councilman Sawaya and unanimously approved by Council present;

VISITORS COMMENTS:

Mary Ann Putnam addressed council regarding the poor quality of the streets.

Daniel Hankins addressed council with his concerns regarding the increased golf rates.

CONSENT AGENDA:

Mayor Tomassi recused himself from the meeting at this point. Councilman Bowen presided over the meeting. Motion was made by Councilman Quinn to approve the items on the consent agenda as presented; seconded by Councilman Sawaya and unanimously approved by Council present.  Those items were:

OLD BUSINESS:

(a) Motion was made by Councilman Sawaya to approve participation in the Emerald Street project; seconded by Councilman Quinn and unanimously approved by Council present.

(b) Motion was made by Councilman Sawaya to pass on Second Reading Ordinance No. 2020-862, Weapons as amended; seconded by Councilman Quinn and unanimously approved by Council present.

(c) Motion was made by Councilman Sawaya to approve the Memorial Bench, Plaque and Art Policy as amended; seconded by Councilman Quinn and unanimously approved by Council present.

NEW BUSINESS:

(a) Motion was made by Councilman Quinn to pass, approve and adopt Resolution No. 2020-771 - 2020 Season Golf Course Fees; seconded by Councilman Sawaya and unanimously approved by Council present.

(b) Motion was made by Councilman Sawaya to approve Task Order 83-20-007-001 with JUB Engineers Inc. In the amount not to exceed $10,000; seconded by Councilman Quinn and unanimously approved by Council present.

(c) Motion was made by Councilman Quinn to authorize the Mayor to sign the 5 year agreement for professional services with JUB Engineers Inc.; seconded by Councilman Sawaya and unanimously approved by Council present.

(d) Motion was made by Councilman Sawaya to approve the grant agreement CLG#56-20-07 Historic Preservation Commission Board; seconded by Councilman Quinn and unanimously approved by Council present.

(e) Motion was made by Councilman Sawaya to table this item; seconded by Councilman Quinn and unanimously approved by Council present.

(f) Motion was made by Councilman Quinn to approve the pass thru on 3rd party costs on the addition at the Justice Center; seconded by Councilman Sawaya and unanimously approved by Council present.

(g) Motion was made by Councilman Sawaya to authorize the mayor to sign the MOU for the City and the Exxon Mitigation funding; seconded by Councilman Quinn and unanimously approved by Council present.

(h) Motion was made by Councilman Quinn to approve the School Bus Assistance Agreement; seconded by Councilman Sawaya and unanimously approved by Council present.

COMMENTS:

City Administrator Brian Muir make comments on how much hard work went into the evaluation of the Economic Diversification Strategy firms.  He feels the City has some really good choices and is grateful for the grant.  He stated that he is excited about The Exxon mobile project and is excited to embrace the workers that will be coming

Councilman Sawaya said that he feels the year went by too fast.  He also mentioned the sled dog race being here on Monday, February 3rd.

Councilman Quinn thanked Mrs. Putnam for taking the time to prepare her comments and bring them to the council’s attention.  He stated that comments are valuable from the public

Mayor Tomassi echoes what Councilman Quinn said.  He stated that tomorrow is important day as the Public Service Commission will be at the event center taking public comment on Rocky Mountain Power’s IRP.  He is hopeful that we get good public turnout and people will be respectful.  The Governor will be here on February 1st for a listening tour between 12:30 – 1:30, regarding the draft of the migration corridor executive order for wildlife.  He stated that the Economic Diversification Committee has put in lots of work and many hours to review and interview firms.  He also appreciates what has been happening with streets and snow removal.  The guys have been doing a great job.  He said most of comments from community mirror that.  He informed everyone that Bill Thek is retiring from the Police Department.

There being no further business before Council, motion was made by Councilman Sawaya the meeting be adjourned; seconded by Councilman Quinn and unanimously approved by Council present; 8:57 p.m.

PUBLIC NOTICE

The Wyoming Public Service Commission (Commission) approved the Application of Rocky Mountain Power (RMP or the Company) for authority to revise its tariff schedules 70 and 72 to increase the Blue Sky block size from 100 to 200 kilowatt hours (kWh), effective on and after January 1, 2020. The proposed revision responds to growing customer demand for renewable energy and aligns the Company’s tariffs with current market conditions. The Commission’s approval is subject to notice, protest, intervention, refund, change, further investigation, opportunity for hearing and further order of the Commission.

On November 7, 2019, RMP submitted its Application requesting authority to revise tariff Schedules 70 and 72 to increase the Blue Sky Block value from 100 to 200 kWh. Participation in the Blue Sky program is optional for Wyoming customers who want to offset their energy usage requirements with renewable energy by purchasing blocks of bundled renewable energy certificates (RECs). Tariff 70 and 72 define RECs and the types of renewable energy sources underlying the RECs. Customers purchase RECs to ensure they are renewable energy users. The Company then retires those purchased RECs on the customer’s behalf and maintains Green-E certification of the Blue Sky program. Currently, the Company’s tariff defines “Blocks” as 100 kWh of renewable energy. The Company requests the Block value increase to 200 kWh of renewable energy. Customers will continue to have the right to purchase as many Blocks as they would like.

This is not a complete description of RMP’s Application. The Application is on file with the Commission at its offices in Cheyenne, Wyoming, and at RMP’s Wyoming business offices. The Application is available for inspection by any interested person during regular business hours or online at: http://psc.state.wy.us/.
