You are hereby notified that on the 1st day of December, 2021, the Last Will and Testament of Frank F. Russo was admitted to probate by the above-named Court, and that Michael M. Krall was appointed Personal Representative thereof. Any action to set aside the Will shall be filed in the Court within three months from the date of the first publication of this notice, or thereafter be forever barred.

PUBLIC NOTICE
Kemmerer Operations, LLC of 6520 Elkol County Road 304, Kemmerer, Wyoming 83101, has applied for a coal mining permit renewal from the Land Quality Division of the Department of Environmental Quality of the State of Wyoming. The mining permit is located in all or portions of: Sections 7, 8, 16, 17, 18, 19, 20, 21, 28, 29, 30, 31, and 32 of Township 21 North, Range 116 West, Section 24, 25, and 36 of Township 21 North, Range 117 West, Sections 26, 27, 28, 34, and 35 of Township 20 North, Range 117 West, Sections 3 and 10 of Township 19 North, Range 117 West, and Sections 2, 3, 4, 9 10, 11, 12, 14, 15, 16, 21, 22, and 23 of Township 20 North, Range 117 West, 6th P.M., Lincoln County, Wyoming. The mine is approximately 5 miles southwest of the City of Kemmerer. The original permit to mine was granted as ongoing since 1975 and is estimated to continue until 2031. This area can be found on the Kemmerer III, Kemmerer IV, Elkol, and Warfield Creek USGS quadrangle maps. The land after mining will be returned to rangeland for livestock grazing and wildlife habitat.
Information regarding the permit renewal may be reviewed in the office of the Land Quality Division of the Department of Environmental Quality in Cheyenne and Lander, Wyoming, the office of Kemmerer Operations, LLC’s Kemmerer Mine, (312 N US Hwy 189, Kemmerer, Wyoming 83101) or the Lincoln County Clerk’s Office in Kemmerer, Wyoming. Written objections to the proposed mining operation must be received by the Administrator of the Land Quality Division, Department of Environmental Quality, 200 W. 17th Street, Suite 10, Cheyenne, WY 82002, before the close of business 27 January, 2022. Objections may also be submitted by the same deadline via the Land Quality Division’s electronic comment portal at http://lq.wyomingdeq.commentinput.com/. The Director shall hold an informal conference if requested, hear the complaint and take action on the application in accordance with Wyoming Statute (W.S.) 35-11-406(p) and the Department’s Rules of Practice and Procedure. The Director shall render a decision on the application within thirty (30) days after the deadline to file objections if no informal conference is requested. An informal conference shall be held within thirty (30) days after the final date for filing objections unless a different period is stipulated to by the parties. The Director shall publish notice of the time, date and location of the conference in a newspaper of general circulation in the locality of the proposed operation once a week for two (2) consecutive weeks immediately prior to the conference. If the director holds an informal conference, all parties to the conference shall be furnished with a copy of the final written decision of the Director issuing or denying the permit within sixty (60) days of the conference. The applicant or objector may appeal the director’s written decision after an informal conference to the Council. If a hearing is held the hearing would be conducted as a contested case in accordance with the Wyoming Administrative Procedure Act (W.S. §16-3-101 through §16-3-115) with a right of judicial review afforded as provided in that act and W.S 35-11-406(p)(iv). The Wyoming Oil and Gas Conservation Commission will be mailed a copy of the application mine plan map as given in W.S. §35-11-406(j).

The Kemmerer City Council met in regular session this 22nd day of November, 2021, at 7 p.m. in the City Council Chambers, City Hall, Kemmerer, Wyoming. The Pledge of Allegiance was recited. Present on roll call were Mayor William Thek, Councilman Robert Bowen, Councilman Dale Hicks, Councilman Bill Price, Councilman Mark Quinn, Councilman Eric Rudy and Councilwoman Jamie Thornock.
Motion was made by Councilman Bowen to approve the agenda as presented; seconded by Councilman Hicks and unanimously approved by Council.
VISITOR’S COMMENTS AND PETITIONS:
Darlene Schulthess made comments to the Council.
PRESENTATIONS:
Representative Scott Heiner made a presentation to the council on the census re-districting maps.

NEW BUSINESS:
(a) Motion was made by Councilman Hicks to appoint Carrie Runnion to the Recreation Advisory Board for a term to expire on 12/31/2022; seconded by Councilman Price an unanimously approved by Council.
(b) Motion was made by Councilman Quinn to approve the fee waiver application by LCSD #1 for use of the South Lincoln Training and Event Center for the junior ACT testing; seconded by Councilman Bowen and unanimously opposed by Council.
(c) Motion was made by Councilman Bowen to authorize the mayor to sign the agreement with for Professional Services with JUB Engineering to Rehabilitate Perimeter Fencing at the Kemmerer Municipal Airport; seconded by Councilman Hicks and unanimously approved by Council.
(d) Motion was made by Councilman Hicks to authorize the mayor to sign the agreement with for Professional Services with JUB Engineering to Expand the SRE Building at the Kemmerer Municipal Airport; seconded by Councilman Bowen and unanimously approved by Council.
(e) Motion was made by Councilman Hicks to accept Independent Fee Estimate by J. D. Heithoff for the Expansion of the SRE Building at the Kemmerer Airport and authorize payment of $2,140.00; seconded by Councilman Bowen and unanimously approved by Council.
COMMENTS:
City Administrator, Brian Muir, made comments. Councilman Rudy, Councilwoman Thornock, Councilman Quinn, Councilman Hicks, Councilman Price, and Councilman Bowen made comments. Mayor Thek made comments.
There being no further business before the Council, Councilman Price made a motion to adjourn the meeting; seconded by Councilman Quinn and unanimously approved by Council; 7:49 p.m.

PUBLIC NOTICE
Kemmerer Operations, LLC of Kemmerer, Wyoming, Permit No. 379-T9, has applied for Phase 1 bond release from the Land Quality Division of the Department of Environmental Quality for the State of Wyoming. This permit was originally approved on June 30, 1975. The current permit is 379-T9 and was approved August 8, 2016. The coal mining permit area is located in all or portions of: Township 21 North, Range 116 West, Township 21 North, Range 117 West, Township 20 North, Range 117 West, Township 19 North, Range 117 West, and Township 20 North, Range117 West, 6th P.M. Lincoln County, Wyoming. The Kemmerer Mine is located approximately six miles to the southwest of the town of Kemmerer. This area can be found on the Kemmerer III and IV, Elkol, and Warfield Creek USGS quadrangle maps. The Skull Point area parcels to be released from bond is located in Sections 26, 27, 28, & 34 of Township 20 North, Range 117 West (±67 Acres). This request is for Phase 1 bond release under Category Four. The I-Area parcel to be released from bond is located in Section 31 of Township 21 North, Range 116 West and Section 3 of Township 20 North, Range 117 West (±59 Acres). This request is for Phase 1 bond release under Category Four. The total amount represented by this bond release request is $467,089.
Information regarding the mining operation, reclamation procedures and area proposed for release may be viewed in the Office of the Land Quality Division of the Department of Environmental Quality in Cheyenne and Lander, Wyoming, and the mine office of Kemmerer Operations, LLC in Kemmerer, Wyoming. Written objections to the proposed bond release request must be received by the Administrator of the Land Quality Division, Department of Environmental Quality, 200 W. 17th Street, Suite 10, Cheyenne, WY 82002, before the close of business on the 27 January, 2022. Objections may also be submitted by the same deadline via the Land Quality Division’s electronic comment portal at http://lq.wyomingdeq.commentinput.com/. If written objections are filed, and a public hearing is requested, the Environmental Quality Council (Council) shall hold a public hearing within sixty (60) days after the final date for filing objections unless a different period is stipulated to by all parties. The Council shall publish notice of the time, date and location of the hearing in a newspaper of general circulation in the locality of the proposed operation once a week for two (2) consecutive weeks immediately prior to the hearing. The hearing shall be conducted as a contested case in accordance with the Wyoming Administrative Procedure Act (W.S. §16-3-101 through §16-3-115), with a right of judicial review as provided in that act. Without prejudice to the objector or applicant’s right to a hearing before the Council, the Administrator may hold an informal conference to resolve written objections after notification to all parties. The Administrator shall make a record of the conference unless waived by all parties, which shall be accessible to all parties. The Administrator shall furnish all parties of the conference with a written finding of the Division based on the conference, and the reasons for the finding.
