To the ESTATE OF CLAUDE RONALD TRIBBLE, any heirs, devises, legatees and assigns. Said individuals, or companies being persons indicated to have an interest in the real property described below according to the records of the Lincoln County Clerk, Lincoln County, Wyoming.
You are hereby notified that the following real property was sold by the Lincoln County Treasurer for delinquent taxes, and a Certificate of Purchase for unpaid taxes was issued on July 29th, 2015:

Jennifer Martin purchased the above referenced Certificate and is now the owner and holder of such certificate.

City council proceeding
The Kemmerer City Council met in regular session this 9th day of November, 2020, at 7:02 p.m. in the City Council Chambers, City Hall, Kemmerer, Wyoming. The Pledge of Allegiance was recited. Present on roll call were Mayor Anthony Tomassi, Councilman Robert Bowen, Councilman Bill Price, Councilman Mark Quinn, Councilman John Sawaya, and Councilman Bill Thek. Councilman Eric Rudy was absent.
Motion was made by Councilman Bowen to excuse the absence of Councilman Rudy; seconded by Councilman Thek. The Mayor than called for the question. Those voting “Yea” were, Councilman Bowen, Councilman Price, Councilman Quinn, Councilman Sawaya and Councilman Thek. Mayor Tomassi voted “Nay.” Motion carried.
Motion was made by Councilman Bowen to approve the agenda of November 9, 2020, as amended to void Check 14329 to Floyd’s Truck Center for $28,458.00 from the Consent Agenda, remove the ACH authorization to Northern Title for the Canyon Road Snow Dump from the Consent Agenda and move it to New Business item (d), and add New Business (e) Advertise the 2Year Open Council Seat; seconded by Councilman Price and unanimously approved by Council present.

Mayor Tomassi opened the public hearing for the new restaurant liquor license application by K & M Kelley, Inc., dba Caribou Café; 7:04 p.m.. City Administrator, Brian Muir, made comments to the council. Mayor Tomassi closed the public hearing; 7:05 p.m.

(a) Motion was made by Councilman Sawaya to approve the new restaurant liquor license to K & M Kelley, Inc, dba Caribou Cafe; seconded by Councilman Price and unanimously approved by Council present.
(b) Motion was made by Councilman Bowen to approve the new executive leave policy as amended; seconded by Councilman Quinn and unanimously approved by Council present.
(c) Motion was made by Councilman Thek to authorize the mayor to sign the Kemmerer Airport 2021 Seal Coat and Mark Pavement Project Engineering Contract with JUB; seconded by Councilman Sawaya and unanimously approved by Council present.
(d) Motion was made by Councilman Bowen the approve the ACH Payment to Northern Title of Wyoming for the Canyon Road Snow Dump in the amount of $18,469.85 plus wire transfer fees; seconded by Councilman Quinn and unanimously approved by Council present.
(e) Motion was made by Councilman Bowen to advertise the open 2-year council seat with applications being due on Friday, November 20, 2020; seconded by Councilman Quinn and unanimously approved by Council present.
COMMENTS:
City Administrator, Brian Muir, made comments. Councilman Quinn, Councilman Bowen, Councilman Sawaya, and Mayor Tomassi made comments.
There being no further business before Council, Councilman Bowen made a motion to adjourn the meeting; seconded by Councilman Thek and unanimously approved by Council; 7:47 p.m.

PUBLIC NOTICE
On October 9, 2020, Spire Storage West LLC, an interstate natural gas storage company, filed an application with the Federal Energy Regulatory Commission (“FERC”) requesting authority to construct new pipeline systems and wells at its Clear Creek natural gas storage plant in Uinta County, while expanding compression capabilities and ultimately increasing the capacity for gas injected into its Clear Creek natural gas storage field.  Construction on the project is expected to start in September 2021 and be completed in the fall of 2024.  Spire Storage West’s filing begins a formal review process conducted by FERC.  FERC has opened the period for comments on the scope of its review of the project and has requested that comments be submitted on or before 5:00 pm Eastern Time on December 9, 2020. Spire Storage West is committed to working in good faith with any landowners affected by the project and encourages and will support efforts of landowners and the community to participate in the FERC process.  If the project is approved by FERC, Spire Storage West may need access to the property of affected landowners in order to conduct surveys and may seek an easement on the property. A separate notice of Spire Storage West’s filing has been mailed to affected landowners and governmental entities. FERC has published a brochure, “An Interstate Natural Gas Facility On My Land?
