   NOTICE OF FORECLOSURE SALE

Default in the payment of principal and interest has occurred under the terms of a promissory note (the “Note”) and a real estate mortgage (the “Mortgage”) dated November 9, 2009, executed and delivered by Harold L. Kellogg and Charlotte Kellogg (“Mortgagor”) to Mortgage Electronic Registration Systems, Inc., as nominee for Bank of the West, a California state banking corp., its successors and assigns, as security for the Note of the same date. Kemmerer City Council met in regular session this 14th day of December, 2020, at 7:00 p.m. in the City Council Chambers, City Hall, Kemmerer, Wyoming. The Pledge of Allegiance was recited. Present on roll call were Mayor Anthony Tomassi, Councilman Robert Bowen, Councilman Bill Price, Councilman Mark Quinn, Councilman John Sawaya, Councilman Eric Rudy, and Councilman Bill Thek (via telephone). Motion was made by Councilman Bowen to approve the agenda of December 14, 2020, as amended to include in the consent agenda the payment of check #14449 to Paleotex, LLC in the amount of $5,750.00, seconded by Councilman Sawaya and unanimously approved by Council. Motion was made by Council Sawaya to appoint Robert Bowen to the council for a 2-year term expiring on December 31, 2022; seconded by Councilman Rudy. The mayor then called for the questions. Those voting “Yea” were Mayor Tomassi, Councilman Price, Councilman Quinn, Councilman Sawaya and Councilman Rudy. Councilman Thek voted “Nay.” Motion carried. Councilman Bowen rejoined the regular meeting; 7:28 p.m. OLD BUSINESS: None to sign the rental agreement for the Rec Center Display Case with J&A Wellness with the termination section amended; seconded by Councilman Quinn and unanimously approved by Council. Councilman Rudy rejoined the meeting; 7:42 p.m. (c) Motion was made by Councilman Quinn to authorize staff to file the quit claim deed from Kemmerer Operations, LLC for a parcel of land known as the area west of Parcel FW-9, Frontier West Parcels to east side of the Kemmerer Airport and authorize staff to do a title insurance search for the amount not to exceed $1,000 and to pay the $57.12 property taxes owing; seconded by Councilman Price and unanimously approved by Council. NEW BUSINESS: (a) Motion was made by Councilman Bowen to authorize the mayor to sign the J.C. Penney Statue Donation Agreement; seconded by Councilman Thek and unanimously approved by Council. Councilman Rudy recused himself from the meeting: 7:36 p.m. (b) Motion was made by Councilman Bowen to authorize the mayor to sign the rental agreement for the Rec Center Display Case with J&A Wellness with the termination section amended; seconded by Councilman Quinn and unanimously approved by Council. In accordance with Chapter 6, Section 2(m) of the Wyoming Air Quality Standards and Regulations, notice is hereby given that the State of Wyoming, Department of Environmental Quality, Division of Air Quality, proposes to approve a request by Hilcorp Energy Company to install and operate two (2) 1,480 hp Waukesha L7042GSI compressor engines (ENG001-ENG002), one (1) 400 bbl storage tank, one (1) 0.5 MMBtu/hr tank heater, and various compressed air pneumatic controllers and solar heat trace pumps at the South Moxa Compression Station. The South Moxa Compression Station is located in the SW. NW. of Section 29, T19N, R112, approximately seventeen (17) miles southeast of Opal in Lincoln County, Wyoming.
