In accordance with Chapter 6, Section 2(m) of the Wyoming Air Quality Standards and Regulations, notice is hereby given that the State of Wyoming, Department of Environmental Quality, Division of Air Quality, proposes to approve a request by Dominion Energy Questar Pipeline, LLC to permit portable flaring to minimize methane emissions from necessary construction and/or maintenance pipeline venting and blowdown events at pipelines located within Sweetwater, Lincoln, Carbon, and Uinta Counties, Wyoming.

PUBLIC NOTICE

The Wyoming Public Service Commission (Commission) approved the Application of Rocky Mountain Power (RMP or the Company), for authority to establish a deferred regulatory account to record and preserve expenses and any benefits received related to the COVID-19 pandemic, effective on and after March 13, 2020.

RMP expects to incur extraordinary expenses related to the COVID-19 pandemic and is requesting permission to establish a regulatory asset to record and preserve those expenses. The Company states these expenses were unanticipated and are not currently included in its base rates. RMP further states it anticipates incurring extraordinary expenses including, increased operations expenses due to COVID-19 precautions, an increase in bad debt related to customers’ inability to pay utility bills, and other COVID-19 related expenses. The Company states the potential magnitude of the expenses related to the COVID-19 pandemic prompted RMP to seek authorization for deferred accounting now, even though it is not currently capable of fully anticipating the scope or scale of the impacts. RMP also states the risks related to its COVID-19 response are well outside ordinary business risks for the Company. RMP states that deferred accounting will enable it to track its COVID-19 related expenses.

RMP will provide quarterly status updates, commencing on July 1, 2020, and continuing until the Commission determines that it is no longer prudent to track extraordinary expenses related to the COVID-19 pandemic in the Company’s deferred regulatory account. The Commission’s approval is subject to notice, protest, intervention, change, further investigation, opportunity for hearing and further order of the Commission.

Interested persons may inspect the Application at RMP's Wyoming business offices and at the Commission’s offices in Cheyenne. The Application is available for inspection by any interested person during regular business hours or online at: http://psc.wyo.gov/.

Anyone desiring to file a statement, intervention petition, protest or request for a public hearing in this matter must file in writing with the Commission on or before June 18, 2020. That said lands were on July 27, 2016, sold for said tax, plus interest and accruing costs, unto Edwin A. Dunn.

You, Andrew Labonte, may redeem from the Office of Treasurer in and for the County of Lincoln, State of Wyoming, which said office caused the said lands to be sold as aforesaid, all of said lands at any time prior to the 28th Day of August, 2020, on which said day the undersigned  Edwin A.Dunn will apply to said office of Treasurer in and for the County of Lincoln, State of Wyoming, for a tax deed to be issued by said office in the manner and form as prescribed by law.

PUBLIC NOTICE OF BLASTING SCHEDULE

Pursuant to Public Law 95-87, Section 515 (b)(15)(A) of the Surface Mining Control and Reclamation Act of 1977, and the Wyoming Environmental Quality Act, Statute 35-11-415, Duties of operator, and in accordance with the regulations authorized and promulgated thereunder, Kemmerer Operations, LLC hereby presents notice of blasting operations to be conducted at the Kemmerer Mine.  The specific locations are:

1-UD Complex,  a portion of Tracts 91, 95, 97, 98C, 98B, 99, 100, 101, and 103, T21N, R116W, the active pit area containing 200 acres, more or less, and all located within Lincoln County, WY.

Pit 2-UD,  a portion of Sec. 15, and a portion of Section 22, T20N, R117W, the active pit areas containing 310 acres, more or less, and all located within Lincoln County, WY.

I-Area Pit, a portion of or all of Lots 9 and 10 in section 30 and Tracts 80, 81, 82A, 82D, 84A, 84B, 84C, 84D, 85, 86, 87 and 88, T21N R116W, the active pit areas containing 150 acres, more or less, and all within Lincoln County, WY.

Pit 10A & 10B, a portion of Tracts 93, 94, and 96 T21N, R116W, the active pit area containing 92 acres, more or less, and all located within Lincoln County, WY.

Skull Point Area 8 West, a portion of the W1/2 of section 34, T20N R117W, the active pit area containing 13 acres, more or less, and all located within Lincoln County, WY.

Blasting may be necessary on the above described locations of Kemmerer Operations, LLC’s Kemmerer Mine in order to maintain scheduled mining operations on the following dates in 2020 and 2021:

August 1-31, 2020

September 1-30, 2020

October 1-31, 2020

November 1-30, 2020

December 1-31, 2020

January 1-31, 2021

February 1-28, 2021

March 1-31, 2021

Blasting may occur during daylight hours from 7:00 A.M. to 5:00 P.M.

Access to the blasting area will be controlled prior to a blast by a mine representative.  Access shall remain closed until the blast area is checked and the “all clear” signal is aired.

The warning and all clear signals are as follows:

Pre-blast signal - Loud Wavering Tone - One Minute

All clear signal - Maintained Peak Tone - One Minute

All blasting will be conducted according to the above dates and schedules unless an emergency situation arises which indicates the need for an unscheduled detonation of blasting materials.  These emergency situations may be as follows:

  1. Rain
  2. Lightning
  3. Adverse Atmospheric conditions
  4. Any other unforeseen circumstances which may jeopardize the safety of persons, (operators or public) that may be in the vicinity of the mine site.

Should alterations to the above schedule be necessary, with exception given to emergency situations, further public notice will be advertised accordingly.

DESTRUCTION OF PERMANENT FILES

This notice is submitted to alert all families of children who attended a Lincoln Uinta Child Developement Association developmental disabilities preschool program during the school years 2011//2012 through 2012/2013. If your child received services through one of LUCDA's centers (Alpine Child Development Center, Bridger Valley Child Development Center, LUCDA-Evanston, Kemmerer Child Development Center, Star Valley Child Development Center (Afton or Thayne) during the years listed, those records will be destroyed on or after June 1, 2020. If parents wish to obtain their child's records they may contact the local center where their child attended, or the LUCDA Regional Office at P.O. Box 570, Mountain View, WY 82939, (307) 782-6602 prior to June 1, 2020. Records will be given only to those who can prove guardianship of the child. If you are a friend or relative of a child who attended the program during these years, please assist the program by notifying parents that records are available.

PUBLIC NOTICE

Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules, notice is hereby given that a public hearing is scheduled regarding the Application of Questar Gas Company d/b/a Dominion Energy Wyoming (Dominion Energy or the Company) for approval to increase its distribution rates and charges for natural as services by $3.5 million per annum and a rate of return of 7.46%.  The public hearing is set to commence on Thursday, June 11, 2020, at 9:00 a.m., in the Commission’s hearing room located at 2515 Warren Avenue, Suite 300, in Cheyenne, Wyoming, subject to any applicable national, state or local public health related orders or directives.

Dominion Energy is a public utility as defined in Wyo. Stat. § 37-1-101(a)(vi)(D), subject to the Commission’s jurisdiction pursuant to Wyo. Stat. § 37-2-112.  

On November 1, 2019, Dominion Energy filed its Application requesting Commission approval of the Company’s request to increase its distribution rates and charges for natural gas services by $3.5 million per annum, a return on equity of 10.5%, an overall rate of return of 7.46% and associated tariff amendments, effective September 1, 2020. The effect of the proposed rate increase on typical Dominion Energy General Service customers who use 90 Decatherms per year will be an increase of about $96.32 per year, or approximately 13%.

All interested persons are encouraged to attend the public hearing which will be conducted in accordance with the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission Rules.  Interested persons may appear and be heard, either in person or through counsel, as provided by Commission Rule and subject to any applicable national, state or local public health related orders or directives.
