KEMMERER CITY COUNCIL MINUTES

April 27, 2020

The Kemmerer City Council met in regular session this 27th day or April, 2020, at 7:04 p.m. in the City Council Chambers, City Hall, Kemmerer, Wyoming.  The Pledge of Allegiance was recited.  Present on roll call were Mayor Anthony Tomassi, Councilman Robert Bowen, Councilman Mark Quinn, Councilman John Sawaya, and Councilman Bill Thek.  Councilman Eric Rudy was absent.

Motion was made by Councilman Bowen to excuse the absence of Councilman Rudy, seconded by Councilman Sawaya. The mayor then called for the question. Those voting “Yea” were Councilman Bowen, Councilman Quinn, Councilman Sawaya and Councilman Thek.  Those voting “Nay” were Mayor Tomassi. Motion carried.

Motion was made by Councilman Sawaya to approve the agenda of April 27, 2020, as amended with the addition of Consent Agenda item (e) to appoint Bill Price to the open council seat; seconded by Councilman Quinn and unanimously approved by Council present.

PUBLIC HEARING:

None.

Motion was made by Councilman Sawaya to approve the items on the consent agenda as amended; seconded by Councilman Quinn and unanimously approved by Council present.  Those items were:

(a) approval of the minutes of April 13, 2020, as amended;

(b) approval of the payment of the bills and payroll as presented;

(c) authorize the Mayor to sign the 2020 Community Forestry Grant for Piz Park Tree Planting Project in the amount of $3,000;

(d) authorize the Mayor to sign the 2020 Insect Management Grant Pre-Award Acceptance Letter;

(e) Appoint Bill Price to the open council seat.

Bill Price was sworn in as a councilmember.

TABLED ITEMS:

(a) Motion was made by Councilman Bowen to remove from the table the golf course fee increase delay; seconded by Councilman Quinn and unanimously approved by Council present.

Motion was made by Councilman Quinn to Pass, Approve, and Adopt Resolution 2020 776, Setting the 2020 Golf Course Fee Schedule with the effective date of the resolution being set as May 13, 2020, and the addition of adding that active military or veterans must present military ID card or supporting documentation; seconded by Councilman Thek and unanimously approved by Council present.

OLD BUSINESS:

None.

NEW BUSINESS:

(a) Motion was made by Councilman Bowen to authorize the Mayor to sign the FAA CARES Act Funding Grant for $20,000; seconded by Councilman Thek and unanimously approved by Council present.

(b) Motion was made by Councilman Sawaya to authorize the mayor to sign the agreement with Benchcraft to sell sponsor’s messages at tee signs, rules and regulations, and display boards at the Golf Course; seconded by Councilman Quinn and unanimously approved by Council present.

(c) Motion was made by Councilman Price to go forth with the recommendation of the Kemmerer Area Diversification Committee to hire a firm for the Impact Manager position of the EDA Grant; seconded by Councilman Quinn and unanimously approved by Council present.

COMMENTS:

City Administrator Muir made final comments.  Councilman Thek, Councilman Price, Councilman Bowen, and Councilman Sawaya made comments. Mayor Tomassi made comments.

There being no further business before Council, Councilman Bowen made a motion to adjourn the meeting; seconded by Councilman Thek and unanimously approved by Council present; 8:27 p.m.

The City of Kemmerer will be taking application for nomination by primary for the following elected positions:

Mayor – 4 year term

At-large Council Member – 4 year term

At-large Council Member – 4 year term

At-large Council Member – 4 year term

At-large Council Member – 2 year term

Applications will be taken at Kemmerer City Hall, 220 State Highway 233, Kemmerer, Wyoming, from 8:am on Thursday May 14th, 2020, through 12 noon on Friday, May 29, 2020.  The filing fee is $25.00.

Candidates for municipal office must be a registered voter and a resident of the municipality which he or she seeks to represent and will have resided in said municipality for at least one (1) year next preceding his election, if so elected.

DESTRUCTION OF PERMANENT FILES

This notice is submitted to alert all families of children who attended a Lincoln Uinta Child Developement Association developmental disabilities preschool program during the school years 2011//2012 through 2012/2013. If your child received services through one of LUCDA's centers (Alpine Child Development Center, Bridger Valley Child Development Center, LUCDA-Evanston, Kemmerer Child Development Center, Star Valley Child Development Center (Afton or Thayne) during the years listed, those records will be destroyed on or after June 1, 2020. If parents wish to obtain their child's records they may contact the local center where their child attended, or the LUCDA Regional Office at P.O. Box 570, Mountain View, WY 82939, (307) 782-6602 prior to June 1, 2020. Records will be given only to those who can prove guardianship of the child. If you are a friend or relative of a child who attended the program during these years, please assist the program by notifying parents that records are available.

With respect to the following lands to wit: 763 Terrace Drive in Lakeview Estates, (Lot 224)  T37 R118 S29 in Alpine, Lincoln County, Wyoming. 

You are herby notified:

That said lands were in the year 2015, and in the name of and in care of Andrew Labonte /Vincent Gutwein  taxed $702.98 as due the County of Lincoln, Wyoming.

That said lands were on July 27, 2016, sold for said tax, plus interest and accruing costs, unto Edwin A. Dunn.

You, Andrew Labonte, may redeem from the Office of Treasurer in and for the County of Lincoln, State of Wyoming, which said office caused the said lands to be sold as aforesaid, all of said lands at any time prior to the 28th Day of August, 2020, on which said day the undersigned  Edwin A.Dunn will apply to said office of Treasurer in and for the County of Lincoln, State of Wyoming, for a tax deed to be issued by said office in the manner and form as prescribed by law.

FORECLOSURE SALE NOTICE
